建筑安装工程人工单价构成及计算研究

【摘要】：近年来,随着劳务分包制度的实行以及我国经济的持续快速发展,劳动力的市场价格大幅上涨,而定额人工单价主要受国家政策的影响,是一种静态价格,调整存在一定的滞后性。定额人工单价既是工程概预算编制的主要依据,也是施工企业投标报价时主要参考,施工过程中则依照包含较多费用的市场劳务价格进行支付,一方面使得定额人工单价与市场劳务价格存在较大缺口,存在误解；另一方面使得建筑施工企业的实际人工费支出高于定额人工费,造成人工费用亏损,带来一系列连锁反应。因此,分析目前建筑安装工程人工单价情况,寻找一套适合建筑劳务市场的人工单价构成及计算体系,对指导政府制定合理的人工单价标准,维护建设项目各参与方利益,具有一定的参考研究价值。 本文通过实践调查目前建筑市场定额人工单价和市场劳务价格的构成、表现形式、调整情况等,理清了定额人工单价和市场劳务价格差异,在二者差异基础上,通过对薪酬理论中关于薪酬构成要素的分析,剖析了建筑安装工程人工单价重组构成要素,重新探究出建筑安装人工单价的构成,明晰界定了定额人工单价和市场劳务价格的构成内容；并给出定额人工单价各构成部分的计算思路,以及结合市场劳务价格和定额人工单价构成内容的差异,推导出市场劳务价格的理论计算公式,并进行演变,得到了定额人工单价的另一计算思路,将定额人工单价和市场人工单价关系明晰化。
[Abstract]:In recent years, with the implementation of the labor subcontracting system and the sustained and rapid development of our economy, the market price of the labor force has risen substantially, while the fixed labor unit price is mainly affected by the state policy and is a kind of static price. There is a lag in adjustment. The fixed labor unit price is not only the main basis for the preparation of the project budget estimate, but also the main reference for the bidding and quotation of the construction enterprise. In the construction process, it is paid according to the market labor price containing more costs. On the one hand, there is a big gap between the fixed labor unit price and the market labor price, and there is misunderstanding; On the other hand, the actual labor costs of construction enterprises are higher than the fixed labor costs, resulting in loss of labor costs and a series of chain reaction. Therefore, by analyzing the current situation of labor unit price of construction and installation project, looking for a set of artificial unit price structure and calculation system suitable for construction labor market, it will guide the government to formulate reasonable labor unit price standard and safeguard the interests of each participant in the construction project. It has certain reference value. Through the practical investigation of the composition, manifestation and adjustment of the fixed labor unit price and the labor service price in the construction market at present, this paper clarifies the difference between the fixed labor unit price and the market labor price, and on the basis of the difference between the two, Based on the analysis of salary elements in salary theory, this paper analyzes the elements of recombination of artificial unit price in construction installation project, and reprobes into the composition of artificial unit price of building installation. Clearly defined the fixed labor unit price and the market labor price components; The paper also gives the calculation ideas of the components of the fixed labor unit price and the difference between the market labor price and the quota labor unit price, deduces the theoretical calculation formula of the market labor price, and evolves it. Another way of calculating the fixed labor unit price is obtained, and the relationship between the fixed labor unit price and the market labor unit price is clarified.
