我国非营利组织参与公共租赁房后期管理的研究

【摘要】:公共租赁住房(简称“公租房”)是解决城市中低收入群体住房困难问题的有效途径,是构建和谐社会、实现住有所居的重要内容。随着公租房的大规模建设,以及与廉租房的并轨,公租房后期管理面临前所未有的挑战。公租房的后期管理,即公租房分配后的管理,主要包括租赁管理、社区管理和物业管理三个方面。当前,各级地方政府将注意力集中于公租房的建设,而忽视了公租房后期的管理,导致公租房后期管理产生诸多问题。因而,解决公租房后期管理中面临的各种问题具有十分重要的现实意义。 文章尝试将非营利组织引入公租房后期管理中,充分发挥非营利组织的优势,解决公租房后期管理中的各种难题。文章在借鉴和参考现有研究成果的基础上,梳理分析现阶段公租房后期管理的现状以及实践中存在的问题。针对现阶段公租房后期管理存在的问题,提出在公共租赁房后期管理阶段引入非营利组织的设想,并利用Sw0T分析法分析了非营利组织参与公租房后期管理的优势、劣势、机遇、挑战和战略选择,得出了非营利组织参与公租房后期管理具有可行性的结论。在此基础上,从非营利组织参与公共租赁房后期管理应坚持的基本理念和原则,非营利公租房管理组织的机构设置、人员配置、工作内容以及资金来源途径等方面构建了非营利组织参与公租房后期管理的运行模式,并从完善法律法规、加大政府支持力度、建立完善的监督机制、加强非营利组织自身建设等方面分析了非营利组织参与公租房后期管理的途径。 将非营利组织引入公租房后期管理中,利用SWOT分析方法对非营利组织参与公租房后期管理的可行性进行分析,构建非营利组织参与公租房后期管理运行模式是本文可能的创新之处。但是,由于当前有关公租房后期管理的研究资料相对较少,因而本文的资料收集相较困难,导致对我国公租房后期管理现状和存在的问题的分析不够全面。
[Abstract]:Public rental housing (referred to as "public rental housing") is an effective way to solve the housing difficulties of urban low-and middle-income groups. It is also an important content of building a harmonious society and realizing living and living. With the large-scale construction of public rental housing and the combination of low-rent housing, the late management of public rental housing is facing unprecedented challenges. The late management of public rental housing, that is, the management after the allocation of public rental housing, mainly includes rental management, community management and property management. At present, local governments at all levels focus on the construction of public rental housing, but ignore the late management of public rental housing, resulting in many problems in the late management of public rental housing. Therefore, it is of great practical significance to solve various problems in the late management of public rental housing. This paper attempts to introduce the non-profit organization into the late management of public rental housing, give full play to the advantages of the non-profit organization, and solve various difficult problems in the late management of public rental housing. On the basis of reference and reference to the existing research results, this paper analyzes the present situation of the late management of public rental housing and the existing problems in practice. In view of the problems existing in the late management of public rental housing at present, this paper puts forward the assumption of introducing non-profit organizations into the later stage of public rental housing management, and analyzes the advantages, disadvantages and opportunities of non-profit organizations participating in the late management of public rental housing by using Sw0T analysis method. Challenge and strategic choice, draw a conclusion that non-profit organizations participate in the late management of public rental housing is feasible. On this basis, from the non-profit organizations to participate in the later management of public rental housing should adhere to the basic concepts and principles, non-profit public rental housing management organizations of the institutional setup, staffing, The paper constructs the operation mode of non-profit organizations participating in the late management of public rental housing from the aspects of work content and sources of funds, and establishes a perfect supervision mechanism by perfecting laws and regulations, increasing government support, and establishing a perfect supervision mechanism. This paper analyzes the ways of non-profit organizations participating in the late management of public rental housing from the aspects of strengthening the self-construction of non-profit organizations. The non-profit organizations are introduced into the late management of public rental housing, and the feasibility of non-profit organizations participating in the late management of public rental housing is analyzed by using SWOT analysis method. It is a possible innovation of this paper to construct a non-profit organization to participate in the late management mode of public rental housing. However, due to the relatively few research data on the late management of public rental housing, the collection of data in this paper is relatively difficult, which leads to the analysis of the present situation and existing problems of the late management of public rental housing in China is not comprehensive enough.
