非经营性政府投资项目公众参与决策机制研究

【摘要】:非经营性政府投资项目(Non-profit Government Investment Project,以下简称NGIP)作为一种特殊的公共物品,在调整社会投资比例、满足公共福利、保障公共安全等方面起着举足轻重的作用。但是,NGIP投资人和业主的特殊关系,使得NGIP决策过程中一元决策的管理方式非常常见。这将大大提高重大决策失误出现的可能,以及官员寻租、公私合谋等现象的出现。在NGIP决策中引入适合的公众参与机制,在保证资金使用效率,协调公共管理及公众目标,提高决策的公众接受程度等方面起着关键性作用。党的十八大报告中也明确提出了“坚持科学决策、民主决策”的方针,在这个大背景下公众参与决策的问题具有更加重要的现实意义。 本文选择NGIP公众参与决策机制作为研究对象。首先,在对包括参与主体选择理论、参与权限划分理论等在内的多个重要理论和模型进行分析的基础上,从决策阶段、决策内容、决策方式等多个角度,分析了五个典型国家NGIP公众参与的理论发展和实践情况。同时将我国的公众参与现状与之进行对比,分析我国当前阶段公众参与的主要特点和面临的主要问题。其次,本文从四个方面全面阐述NGIP公众参与决策机制的构建,采用评分法识别了NGIP决策利益相关方,并以此为基础界定了公众参与决策的主体构成;分析了NGIP公众参与的阶段划分,对比了目前比较常见的公众参与渠道,研究了不同类型的公众参与基本模式,最终构建了公众参与模式的选择过程;从决策目标和决策效率两个维度阐述了公众参与决策的效能。从决策主体、决策制度和决策实务三个方面,分析了影响决策效能的相关因素,以此为基础构建了效能评价指标体系,并用物元-可拓方法进行评估。本文选择山西省长治县海子河公园项目作为评估实例,通过评估结果分析了项目决策过程中存在的问题;最后从制度保障、组织保障和运行保障三个方面,对建立NGIP公众参与决策的保障体系提出了建议,通过相关保障体系的完善来发挥我国NGIP公众参与的效能。 本文为如何在NGIP决策过程中引入公众参与模式提供了一套有效的解决方案。同时,对那些已经采用公众参与模式的项目,本文也为公共管理者在决策效能评估等方面提供了一种检测工作效果的定量分析方法。这将对NGIP项目合理决策,避免重大决策失误,并最终实现民主决策、科学决策提供重要的理论参考价值和实践指导意义。
[Abstract]:As a special kind of public goods, non-operating government investment project (NGIP) plays an important role in adjusting the proportion of social investment, meeting public welfare and ensuring public safety. However, the special relationship between NGIP investors and owners makes the management of univariate decision in NGIP decision-making process very common. This will greatly increase the possibility of major decision-making mistakes, as well as official rent-seeking, public-private collusion and so on. The introduction of appropriate public participation mechanism in NGIP decision-making plays a key role in ensuring the efficiency of fund use, coordinating public management and public goals, and improving the degree of public acceptance of decision-making. The policy of "adhering to scientific decision-making and democratic decision-making" was also clearly put forward in the report of the 18th National Congress of the Communist Party of China (CPC). Under this background, the problem of public participation in decision-making is of more important practical significance. In this paper, NGIP public participation decision-making mechanism is selected as the research object. First of all, on the basis of analyzing many important theories and models, including the theory of subject selection, the theory of division of participation authority, and so on, from the angles of decision stage, decision content, decision mode and so on, The theoretical development and practice of NGIP public participation in five typical countries are analyzed. At the same time, the present situation of public participation in China is compared with it, and the main characteristics and problems of public participation in the current stage of our country are analyzed. Secondly, this paper comprehensively expounds the construction of NGIP public participation decision-making mechanism from four aspects, uses the scoring method to identify the stakeholders of NGIP decision-making, and defines the main body composition of public participation in decision-making on this basis. This paper analyzes the stage division of NGIP public participation, compares the common channels of public participation at present, studies different types of basic models of public participation, and finally constructs the selection process of public participation mode. This paper expounds the effectiveness of public participation in decision-making from two dimensions: decision-making goal and decision-making efficiency. From three aspects of decision-making subject, decision-making system and decision-making practice, this paper analyzes the related factors that affect the efficiency of decision-making, on the basis of which the evaluation index system of effectiveness is constructed and evaluated by matter-element extension method. In this paper, the Haizihe Park Project in Changzhi County, Shanxi Province is selected as an example of evaluation, and the problems existing in the decision-making process of the project are analyzed through the evaluation results. Finally, from three aspects of system guarantee, organization guarantee and operation guarantee, this paper puts forward some suggestions on establishing the guarantee system of NGIP public participation in decision-making, and gives full play to the effectiveness of NGIP public participation in our country through the perfection of the relevant guarantee system. This paper provides an effective solution for how to introduce public participation model into NGIP decision-making process. At the same time, for those projects that have adopted the public participation model, this paper also provides a quantitative analysis method for public managers in the evaluation of decision-making effectiveness. This will provide important theoretical reference value and practical guiding significance for reasonable decision-making of NGIP project, avoiding major decision-making mistakes, and finally realizing democratic decision-making and scientific decision-making.
