对金钱的价值PPP项目的风险分配：中国案例

　　风险认知和分配偏好是公私伙伴关系（PPP）的重要组成部分。因为PPP中公共和私营部门之间的任何谈判中的基本紧张关系通常归结为这样一个问题:谁来负责管理特定风险?然而研究文献表明,这些现象还没有得到充分研究,因此他们仍然很难理解。之前关于公私合作伙伴关系（PPP）的研究指出,PPP项目需要客观,可靠和实用的风险评估模型,并且各方之间建立公平的风险分配系统是成功实施PPP项目的基础。为了揭示这些现象,本文的研究考察实证旨在识别和评估中国PPP项目交付的主要风险,以及如何恰当地分配公私部门之间的风险。它还旨在证明在中国参与PPP的不同利益相关方群体的看法是否存在显着差异。本文采用问卷调查的方式考察了不同风险因素的重要性,并分析了PPP项目中各方风险因素的分配情况。Mann-Whitney U检验用于调查对私营部门和公共部门以及工业从业者和学术部门的看法是否有显着差异。调查结果显示,中国PPP项目最重要的三大风险因素是（1）通货膨胀,（2）完成风险和（3）政府腐败。这些结果表明,政府的参与可能是PPP项目成功的主要障碍,以及未能按时完成项目。曼-惠特尼U检验的实证结果显示,中国有十种风险因素在...
