【摘要】: 在全球经济中,沿海国家和地区的港口城市都十分重视在港口及港口附近发展依赖于港口的工业、商业、服务业等各种临港产业,以利于本地的经济走向世界。本文的研究主题,即临港产业的发展趋势问题,成为产业经济学研究的一个前沿问题。 本文在产业布局理论和产业结构理论的指导下,研究了世界成熟港口的发展途径和我国临港产业的现状后,认为:(1)临港产业的发展受到各种因素的影响,其中地理区位、工业基础和国家政策的影响最大。地理区位的影响具有先天性和不可变更性,依赖于国际航线的走向;工业基础在临港产业的兴起之初起十分重要的作用,但在工业基础差的地区也存在后发优势;国家政策对临港产业的发展路径和发展速度影响甚大,大多发展中国家在政策上都采取鼓励和支持临港产业的发展。(2)临港产业的发展因为各个港口的地理区位不同和经济发展阶段不同,从而采取了不同的发展路径,大致可分为“以海运业为主导的海运服务型”、“以制造业为主导的工业实力型”、“以现代服务业为主导的一体化型”。三种发展路径在一定程度上存在承接关系,但战后发展起来的很多港口,并没有按照这种承接关系进行发展,而是依据实际情况,选择了适合自己的发展路径。(3)临港产业在港口附近的积聚是经济全球化背景下进行的,是与全球生产要素流动和产业转移分不开的。在临港产业内部存在着产业关联强化和产业结构升级的趋势。临港产业沿着“产业链扩展”和“腹地延伸”两个方向发展。由于集群根植性和路径依赖的作用,临港直接产业和现代服务业仍然保持向港口城市积聚的趋势。 最后,通过对临港产业的发展路径和发展趋势所作的研究,希望各个港口能够选择适合自己的发展模式,政府能够做出顺应临港产业发展趋势的政策。
[Abstract]:In the global economy, port cities in coastal countries and regions attach great importance to the development of port industry, commerce, service and other port industries. In order to benefit the local economy towards the world, the research theme of this paper, namely, the development trend of the industry near port, has become a frontier problem in the study of industrial economics. Under the guidance of industrial layout theory and industrial structure theory, this paper studies the development of mature ports in the world and the current situation of China's port industry. The author thinks that the development of port industry is influenced by various factors, among which geographical location, industrial basis and national policy have the greatest influence. The influence of geographical location is congenital and immutable. Depending on the trend of international routes; The industrial foundation plays a very important role at the beginning of the rise of the port industry, but it also has the advantage of late development in the areas where the industrial base is poor. The national policy has great influence on the development path and speed of the port industry. Most developing countries adopt policies to encourage and support the development of port industry.) the development of port industry is different because of the different geographical location and different stages of economic development of each port. Therefore, different development paths have been adopted, which can be roughly divided into "maritime transport industry as the leading maritime service type" and "the manufacturing industry as the leading industrial strength type". "the integration type with the modern service industry as the leading factor". To some extent, the three development paths have acceptance relations, but many ports developed after the war have not been developed according to this kind of undertaking relationship. On the basis of the actual situation, the author chooses the suitable way of development. 3) the accumulation of port industry near the port is carried out under the background of economic globalization. It is inseparable from the global flow of factors of production and industrial transfer. There is a trend of industrial linkage strengthening and industrial structure upgrading within the industry near port. The industry near port extends along "industrial chain" and "hinterland" Development in two directions. Due to the role of cluster root and path dependence. Port-oriented direct industry and modern service industry still maintain the trend of accumulation to port cities. Finally, through the research on the development path and development trend of the port industry, we hope that each port can choose its own development mode, and the government can make the policy to adapt to the development trend of the port industry.
