两个比重:利益分配结构的压舱石——从国家财政能力看社会正义的实现条件

【摘要】：一个国家的财政能力对利益分配结构的形成具有重要作用。经验表明,作为国家财政能力的核心内容,"两个比重"对利益分配结构的调整具有重要的平衡、稳定作用,类似于利益分配结构的"压舱石"。尽管如此,两个比重的增加并不是随意的。"压舱石"需要有一定的分量才能保持利益分配结构的平衡,但是分量过大也可能适得其反。并且,两个比重的增加也要受到经济发展水平、结构以及制度建设和相关技术发展程度的制约。
[Abstract]:The financial capacity of a country plays an important role in the formation of the benefit distribution structure. Experience shows that, as the core content of the national financial capacity, the "two proportions" play an important role in balancing and stabilizing the adjustment of the benefit distribution structure. "ballast stone" similar to the benefit distribution structure. However, the increase in two specific gravity is not random. Ballast stones require a certain amount of weight to maintain the balance of the benefit distribution structure, but too much weight can also be counterproductive. The increase of the two proportion is also restricted by the level of economic development, the structure, the system construction and the development of related technology.
