城市建设用地供应制度困境研究——基于制度经济学的分析视角

【摘要】：该文运用制度经济学的分析视角,研究我国城市建设用地供应制度的困境、深层次成因和解困思路。研究表明:我国当前土地供应制度困境集中表现在制度缺失、制度冲突和制度虚置三个方面,形成原因包括路径依赖、制度供给落后于经济发展对制度的需求以及决策者的理性行为等。在此基础上,文章提出了建设用地供应制度圈层结构模型,认为摆脱制度困境除了需要优化和改进直接相关制度外,还应调整间接相关制度,形成制度实施合力,发挥整体效用。
[Abstract]:From the perspective of institutional economics, this paper studies the predicament, deep-seated causes and ideas of solving difficulties in the supply system of urban construction land in China. The research shows that the current dilemma of land supply system in our country is mainly manifested in three aspects: institutional deficiency, institutional conflict and institutional hypocrisy. The reasons include path dependence. Institutional supply lags behind the demand of economic development and rational behavior of decision-makers. On the basis of this, the paper puts forward the circle structure model of construction land supply system, and thinks that to get rid of the system predicament, we should not only optimize and improve the direct correlation system, but also adjust the indirect related system and form the system implementing force. Give play to the whole effect.
