天津城市轨道交通项目风险管理研究

【摘要】:随着改革开放的进一步深化和中国经济的迅猛发展,国务院对天津重新进行定位,旨在将天津打造成为一个国际港口城市、北方的经济中心城市和生态城市,使越来越多的新理念、大型企业、高新技术、高端人才等纷纷涌入天津市,并推动了天津市的整体发展。日益增长的各种需求使城市不断向外扩张空间,尽管很多企业、居民等已经分散到了新城区,即使如此,城市中心依旧经受着巨大的压力,交通作为城市的生命线,它的负荷愈来愈趋近饱和。市中心拥堵的路面,刺耳的车鸣噪声的污染、大量机动车辆排放的温室气体等,与时尚的大都市、和谐生态城市不符合,阻碍了城市的发展。在与路面公交系统共同分担城市公共交通压力的同时,由于城市轨道交通具有便捷、环保、舒适、运输量大、占用面积少等诸多优点,轨道的延伸使城市可利用的空间不断扩大,城市规模也可顺势扩张,因此,城市轨道交通建设项目越来越受到各个大中型城市管理者的青睐,一大批城市轨道交通项目建设不断上马、如火如荼地进行。但城市轨道交通建设项目也存在着一些不可回避的缺点,比如投资额巨大、工期长、环境复杂、面临的风险各种各样。因此,本文希望通过探讨天津城市轨道交通项目风险管理问题,进行深入研究,以求寻得有效规避或尽可能减少项目实施过程中的由风险造成的损失,,为城市轨道交通项目顺利实施提供保障,使项目取得预期的经济、社会及环境效益。 本文在相关文献回顾和理论方法分析基础上,借鉴已建成的国内外轨道交通的建设运营经验,主要以天津市地铁5号线建设项目为例,对轨道交通项目风险管理问题进行研究。重点针对天津地铁5号线建设项目面临的经济风险、经营维护风险、法律违约风险、资源环境风险等风险因素进行定性与定量分析,并提出相应的风险防范对策。
[Abstract]:With the further deepening of reform and opening up and the rapid development of China's economy, the State Council has re-positioned Tianjin to become an international port city, an economic center city and an ecological city in the north. More and more new ideas, large enterprises, high and new technologies, and high-end talents have poured into Tianjin, which has promoted the overall development of Tianjin. The growing demand for various kinds of cities has made the city continuously expand its space, although many enterprises, Even so, the city center is still under tremendous pressure. Traffic, as the lifeline of the city, is getting more and more saturated. The large amount of greenhouse gases emitted by motor vehicles is incompatible with the fashionable metropolis and the harmonious ecological city, which hinders the development of the city. At the same time, it shares the pressure of urban public transportation with the road transport system. Because urban rail transit has many advantages, such as convenience, environmental protection, comfort, large volume of transportation, less occupied area, etc., the extension of track makes the available space of the city expand constantly, and the scale of the city can also expand homeologically, so, Urban rail transit construction projects are becoming more and more popular among the managers of large and medium-sized cities. A large number of urban rail transit construction projects continue to be launched. However, the urban rail transit construction project also has some unavoidable shortcomings, such as huge investment, long construction period, complex environment and various risks. This paper hopes to explore the risk management of Tianjin urban rail transit project and make a thorough study in order to find out how to avoid or minimize the loss caused by risk in the implementation of the project. It provides guarantee for the smooth implementation of urban rail transit project, and makes the project achieve the expected economic, social and environmental benefits. Based on the review of relevant literature and the analysis of theory and method, this paper mainly takes Tianjin Metro Line 5 construction project as an example for reference to the construction and operation experience of domestic and foreign rail transit. This paper studies the risk management of rail transit project. It focuses on the qualitative and quantitative analysis of the economic risk, the risk of operation and maintenance, the risk of legal breach of contract, the risk of resources and environment, and other risk factors faced by the construction project of Tianjin Metro Line 5. And put forward the corresponding risk prevention countermeasures.
