铁路多式联运提单风险评价与控制研究

【摘要】:国家"一带一路"倡议给我国铁路积极开拓国际物流市场创造了极为有利的条件。为更好地满足国际铁路货运市场结汇需求,试将多式联运提单引入铁路单证系统,并对铁路多式联运提单在国际贸易中的可行性进行分析。通过识别引入铁路多式联运提单后主要涉及方所面临的风险,建立风险评价指标体系,应用基于可拓学的层次分析法,较为客观地判断各风险因素的重要程度,并针对铁路多式联运提单风险评价结果分析风险产生的原因,提出相应控制风险的措施,从而更有效地规避风险。
[Abstract]:The national "Belt and Road" initiative has created extremely favorable conditions for China's railways to actively develop the international logistics market. In order to better meet the demand of the international freight transport market for foreign exchange settlement, try to introduce the multimodal bill of lading into the railway document system. The feasibility of railway multimodal transport bill of lading in international trade is analyzed. The risk evaluation index system is established by identifying the risks faced by the main parties involved in the introduction of railway multimodal bill of lading, and applying the analytic hierarchy process based on extension theory. This paper objectively judges the importance of each risk factor, and analyzes the causes of the risk according to the risk evaluation result of railway multimodal transport bill of lading, and puts forward the corresponding measures to control the risk, so as to avoid the risk more effectively.
