高速公路运营阶段突发事件应急管理研究

【摘要】：高速公路作为现代交通运输体系的重要组成部分，对国民经济的持续发展起着十分重要的作用。随着我国高速公路运营里程的增长和交通量的增大，突发事件也随之增多，严重威胁了高速公路的安全运营。从而，直接对我国高速公路运营商应急管理水平和应急响应能力形成了严峻考验，同时也提出了更加紧迫的要求。如何应对高速公路运营阶段突发事件带来的危害，，建立有效的应急管理系统，已成为当前高速公路运营管理工作中的全新课题。因此，开展高速公路应急管理系统和应急能力研究有着重要的意义。本文首先介绍了高速公路运营阶段突发事件应急管理的研究背景和国内外研究背景，阐明了论文的研究内容和方法，以及采用的技术路线；然后从应急管理的概念、特点、原则、过程、意义和任务等六方面全面介绍了应急管理理论，明确了高速公路运营阶段的突发事件的分类和特点，接着阐述了高速公路运营阶段突发事件应急管理系统的内涵和功能，详细介绍了各种应急能力评价方法并分析了各自的优缺点，为高速公路运营阶段的应急管理奠定了理论基础；随后，本文提出了高速公路运营阶段突发事件应急管理系统三维结构模型，接着对三维结构模型维度间的关系进行了分析，建立了面向过程的高速公路运营阶段突发事件应急管理系统框架，主要包括应急预警系统、应急准备系统、应急救援系统、应急恢复系统等四个子系统；然后以构建的应急管理系统框架为基础，建立了全面、系统的高速公路运营阶段突发事件应急能力评价指标体系，该指标体系包括应急预警、应急准备、应急救援、应急恢复四个准则层以及风险监测、风险评估等16个指标；在对灰色理论研究的基础上，建立了基于三角白化权函数的高速公路运营阶段突发事件应急能力评价模型；最后以GY高速公路公司为例，建立了GY公司冬季低温雨雪冰冻低温天气应急管理框架系统，运用模型对GY公司应急能力进行了评价，并针对评价结果进行了分析。通过对高速公路运营阶段突发事件应急管理框架系统模型和应急能力评价的研究和探讨，希望能识别高速公路运营商应急管理工作中满意和需要改进之处，为其进一步加强应急管理建设指明方向。
[Abstract]:As an important part of modern transportation system, expressway plays a very important role in the sustainable development of national economy. With the increase of highway mileage and traffic volume, the number of emergencies increases. As a result, the level of emergency management and the ability of emergency response of expressway operators in China have been put to a severe test. At the same time, it also puts forward more urgent requirements. How to deal with the harm caused by the unexpected events in the expressway operation phase and establish an effective emergency management system have become a new subject in the current expressway operation and management work. It is of great significance to carry out the research on expressway emergency management system and emergency capability. This paper first introduces the research background of emergency management in expressway operation phase and the research background at home and abroad, expounds the research contents and methods of the paper, and the technical route adopted, then from the concept and characteristics of emergency management, The principle, process, significance and task of emergency management are introduced in six aspects, and the classification and characteristics of emergencies in expressway operation phase are clarified. Then, the connotation and function of the emergency management system in expressway operation phase are expounded, and the evaluation methods of emergency capability are introduced in detail, and their advantages and disadvantages are analyzed. It lays a theoretical foundation for the emergency management of expressway operation phase. Then, this paper puts forward the three-dimensional structure model of emergency management system in expressway operation phase, and then analyzes the relationship between the dimensions of the three-dimensional structure model. The framework of the emergency management system for the expressway operation phase is established, which consists of four subsystems: the emergency warning system, the emergency preparedness system, the emergency rescue system and the emergency recovery system. Then, based on the framework of emergency management system, a comprehensive and systematic evaluation index system of emergency response capacity in expressway operation stage is established. The index system includes emergency warning, emergency preparedness, emergency rescue. On the basis of the study of grey theory, the evaluation model of emergency response ability in expressway operation stage is established based on triangular whitening weight function. Finally, taking GY Expressway Company as an example, the emergency management system of GY Company is established. The emergency response ability of GY Company is evaluated by using the model, and the evaluation results are analyzed. Through the research and discussion of the emergency management frame system model and the evaluation of emergency capability in the expressway operation phase, the author hopes to identify the satisfaction and the need for improvement in the emergency management work of the expressway operator. For its further strengthening of emergency management construction pointed out the direction.
