政府投资高速公路项目绩效评价问题研究

【摘要】:截至2011年底,我国高速公路通车里程已达到7.5万公里。伴随着我国高速公路的快速飞跃发展,高速公路项目绩效评价试点工作已逐步展开。理论界已对高速公路项目绩效评价给予了一定的关注和研究,但是,由于我国政府投资高速公路项目绩效评价工作开始较晚,绩效评价实际工作中仍存在一些问题和不足。因此,,对政府投资高速公路项目绩效评价问题进行研究,为深入开展政府投资高速公路项目绩效评价工作,完善政府投资高速公路项目绩效评价体系,具有一定的理论意义和现实指导性。 本文以公共财政理论、公共产品理论、系统理论和绩效评价理论、层次分析法、熵值法等理论和方法为基础,对政府投资高速公路项目绩效评价问题进行了系统的研究,完善了政府投资高速公路项目绩效评价指标体系,利用专家打分法、层次分析法和熵值法相结合的方法确定指标权重,构建了绩效评价量化模型,进而为高速公路项目绩效评价的量化研究开拓新思路。 首先,本文从高速公路项目绩效评价的理论和现状出发,阐述了高速公路项目绩效评价的国内外研究现状并进行述评,介绍了高速公路项目绩效评价的相关基本内容;接着,分析了政府投资高速公路项目绩效评价存在的问题,并进行成因分析;其次,在比较借鉴国内外学术界多方成果的基础上,本文提出改善政府投资高速公路项目绩效评价工作的措施,重点是完善“3E”绩效评价指标体系,提出采用主观方法层次分析法和客观方法熵值法相结合的方法确定绩效评价指标权重,在此基础上采用加权平均模糊数学方法构建绩效评价量化模型。最后,结合具体高速公路项目案例应用本文完善的绩效评价指标体系和构建的绩效评价量化模型,并对绩效评价量化结果进行分析。
[Abstract]:As of the end of 2011, China's highway mileage has reached 75 thousand km. Along with the rapid development of highway in our country, the performance evaluation of pilot highway project has gradually expanded. The theory of performance evaluation of highway projects has paid close attention to and research, however, due to the work of performance evaluation of China's government invested highway project started later, the performance evaluation of the actual work there are still some problems and shortcomings. Therefore, the research of the performance evaluation of government investment in highway project, to carry out the performance evaluation of government investment in high speed highway project, improve the performance evaluation system of government investment project, it has certain theoretical significance and practical guidance.
Based on the theory of public finance, the public product theory, system theory and performance evaluation theory, AHP, entropy method based on the theory and method of performance evaluation of government investment in expressway project was studied and improved the performance evaluation index system of government investment in highway project, using the expert scoring method, AHP method combination method and entropy method to determine the index weight, and establish the model of performance evaluation and quantification, develops a new thinking for quantitative research on the performance evaluation of highway projects.
First of all, this article from the theory and the present situation of the performance evaluation of highway project, this paper expounds the present situation of domestic and foreign research on the performance evaluation of highway project and the review, introduces the basic content of the performance evaluation of highway project; then, analyzes the existing performance evaluation of government investment in highway project, and analyzed the causes; secondly, on the basis of compares the domestic and foreign academic circles many achievements, this paper proposes to improve the performance evaluation of government investment in highway project measures, the focus is to improve the 3E performance evaluation index system, this method was used to analyze the subjective and objective method of entropy method and AHP method are combined to determine the performance evaluation index based on the fuzzy weighted average the mathematical model of performance evaluation method to construct quantitative. Finally, combined with the specific case of the expressway project should be A perfect performance evaluation index system and a quantitative model of performance evaluation are established, and the results are analyzed.
