广西船舶过闸费管理问题研究

【摘要】:2009年以来,广西实施打造西江黄金水道促进水域经济协调发展的重大战略,西江航运基础设施大幅改善,西江经济带加快形成,内河港口吞吐量、水运量、过闸量迅猛增长。而随着扩建船闸的不断建成及投入使用,为提高通航能力而增建的船闸所需的巨额建设及维护成本,仅仅依靠财政投入显然无法满足。为维护船闸正常运行,需多渠道、多方式解决船闸建设和运行维护资金困难问题,,实行船舶过闸收费制度已显得非常重要和必要。 因此,本文运用经济学理论、系统论、定量分析法、案例分析法等思想和方法,对广西船舶过闸费管理问题进行研究。文章首先阐述了船舶过闸费经济学的理论基础、广西内河水运发展以及研究船舶过闸费管理问题的意义。其次,结合广西主要通航河流航道、枢纽船闸现状与规划以及内河港口、运力运量现状和规划对船闸建设运营成本进行测算和分析。通过选取西江黄金水道最具代表性的贵港至广州航线进行水路运输成本、物流成本分析,运用数据对比船闸费收取对水运低成本优势的影响,分析了广西船舶过闸费征收的可行性。最后,通过选取江苏、安徽、浙江、湖南等4省船舶过闸费征收管理情况进行对比分析,结合广西实际提出了收取船舶过闸费的实施方案及管理建议,其中收取船舶过闸费的合法性和可行性研究以及收费方案设计是重点。本文旨在为广西船舶过闸收费管理提供合理化的建议。
[Abstract]:Since 2009, Guangxi has implemented a major strategy of building a golden waterway of the Xijiang River to promote the coordinated development of the water area economy, the Xijiang shipping infrastructure has been greatly improved, the Xijiang economic belt has been accelerated to form, the throughput of inland waterways and the volume of water transportation have been increased. With the continuous completion and use of the expanded lock, the huge construction and maintenance costs required for the additional lock to improve navigation capacity can not be met by relying solely on the financial investment, and in order to maintain the normal operation of the lock, it is obvious that the large amount of construction and maintenance costs required for the additional lock can not be satisfied by the financial investment alone. It is very important and necessary to solve the problem of difficult construction and operation and maintenance fund of shiplock by multi-channel and multi-way, so it is very important and necessary to carry out the charge system of ship crossing. Therefore, this article uses the economic theory, the system theory, the quantitative analysis method, the case analysis method and so on thought and the method, carries on the research to the Guangxi ships through the gate fee management question. The development of inland waterway in Guangxi and the significance of studying the management of ship crossing fees. Secondly, combining with the current situation and planning of main navigation river channel, hinge lock and inland river port in Guangxi, By selecting the most representative route from Guigang to Guangzhou in Xijiang Golden Waterway, the cost of waterway transportation and logistics is analyzed. By comparing the influence of shiplock fee collection on the low cost advantage of water transportation, this paper analyzes the feasibility of Guangxi shiplock fee collection. Finally, by selecting Jiangsu, Anhui, Zhejiang, Zhejiang, Jiangsu, Anhui, Zhejiang, Jiangsu, Anhui, Zhejiang, Jiangsu, Anhui and Zhejiang provinces, This paper makes a comparative analysis of the management situation of ship passing fees in Hunan and other four provinces, and puts forward the implementation plan and management suggestions for collecting ship gate fees in combination with the actual situation in Guangxi. Among them, the research on the legality and feasibility of collecting the ship gate fee and the design of the charging scheme are the key points. This paper aims at providing reasonable suggestions for the management of the ship crossing charge in Guangxi.
