【摘要】：自2013年郑州航空港经济综合实验区(以下简称郑州航空港经济区)规划得到国务院正式批复成立以来,其以航空经济为引领,积极发展航空物流、生物医药、高端制造、现代服务以及高新技术产业,产业聚集效应逐渐显著。金融作为产业发展强有力的后盾,可以为郑州航空港经济区内的企业提供资金、信用资本、风险资本、金融产品以及服务,满足郑州航空港经济区产业日益增长的资金需求,同时可以通过调节资本去向实现资源优化配置,有助于产业转型升级,故郑州航空港经济区产业的发展离不开高效的金融支持。目前,郑州航空港经济区内的金融机构逐渐增多,金融体系日趋完善,投融资平台效应不断显现,各金融主体对郑州航空港经济区内小微企业的支持力度也在持续加大,产业基金发展态势良好。但快速发展对金融支持的需求问题逐渐显现:资金供求不平衡,政策扶持力度不够,信用体制不完善及金融产品服务缺乏等。为深入探究郑州航空港经济区产业发展中金融支持问题的原因,运用模糊综合评价分析法,将银行业、信托业、保险业、证券业及投融资平台等作为郑州航空港经济区产业发展的金融支持效果的影响因素,参考金融机构的相关金融指标,对郑州航空港经济区产业发展的金融支持效果进行评价,指出制约金融支持的重要因素为郑州航空港经济区内各金融机构体制不健全,产品不完善。解决金融支持郑州航空港经济区产业发展问题,需要银行业鼓励多类型的银行机构并存,创新金融产品服务,建立完善信贷融资体制,制定风险防控机制;信托业要创新符合郑州航空港经济区需求的信托产品,加强对中小企业、新兴产业的扶持力度;保险业要增加险种类型拓宽服务领域,持续提高保险业在郑州航空港经济区产业发展中的参与度,增强保险与郑州航空港经济区内其他金融机构的联动性;证券业要加强证券市场的建设,采取一些措施鼓励企业尤其是中小企业通过上市的方式获得资金支持;应积极促进投融资平台的完善,利用各方资源拓宽企业融资渠道,采用多样的融资模式,建立中小企业融资平台等方式为郑州航空港经济区产业发展提供融资便利。
[Abstract]:Since 2013, the Zhengzhou Airport Economic Comprehensive Experimental area (hereinafter referred to as Zhengzhou Airport Economic Zone) has been formally approved by the State Council. Since its establishment, it has actively developed aviation logistics, biomedical, high-end manufacturing, with the aviation economy as the guide. As a powerful backing for industrial development, finance can provide capital, credit capital and venture capital for enterprises in Zhengzhou Airport Economic Zone. Financial products and services can meet the growing capital needs of the industry in Zhengzhou Airport Economic Zone. At the same time, they can realize the optimal allocation of resources by adjusting the direction of capital, thus contributing to the industrial transformation and upgrading. Therefore, the development of Zhengzhou Airport Economic Zone industry can not be separated from efficient financial support. At present, the financial institutions in Zhengzhou Airport Economic Zone are gradually increasing, the financial system is becoming more and more perfect, and the effect of investment and financing platform is constantly appearing. The support of various financial entities to the small and micro enterprises in Zhengzhou Airport Economic Zone is also continuously increasing, and the development of industrial funds is in good condition. However, the demand for financial support for rapid development is gradually emerging: the imbalance between the supply and demand of funds, The policy support is not enough, the credit system is not perfect and the financial products and services are lacking. In order to probe into the reasons of the financial support problem in the industrial development of Zhengzhou Airport Economic Zone, the banking industry and the trust industry are analyzed by using the fuzzy comprehensive evaluation method. The insurance industry, the securities industry and investment and financing platforms are the influential factors for the financial support effect of the industrial development of Zhengzhou Airport Economic Zone, referring to the relevant financial indicators of financial institutions. This paper evaluates the effect of financial support for the industrial development of Zhengzhou Airport Economic Zone, and points out that the important factor restricting financial support is that the financial institutions in Zhengzhou Airport Economic Zone are not perfect. To solve the problem of financial support for the industrial development of Zhengzhou Airport Economic Zone, it is necessary for the banking industry to encourage the coexistence of various types of banking institutions, to innovate financial products and services, to establish and improve the credit financing system, and to formulate a risk prevention and control mechanism; The trust industry should innovate trust products that meet the needs of Zhengzhou Airport Economic Zone, strengthen the support for small and medium-sized enterprises and emerging industries, and the insurance industry should increase the types of insurance coverage and expand service fields. To continuously increase the participation of the insurance industry in the industrial development of Zhengzhou Airport Economic Zone, to enhance the linkage between insurance and other financial institutions in Zhengzhou Airport Economic Zone, and to strengthen the construction of the securities market in the securities industry, Some measures should be taken to encourage enterprises, especially small and medium-sized enterprises, to obtain financial support through listing. We should actively promote the improvement of investment and financing platforms, use resources from all sides to broaden the financing channels of enterprises, and adopt a variety of financing modes. The establishment of small and medium-sized financing platform for Zhengzhou Airport Economic Zone to provide financing facilities for industrial development.
