新形势下高铁时代到来的区域影响研究

【摘要】:高铁的诞生是世界交通发展史上一次具有标志性意义的重要变革。从1964年至今四十余年来,高铁以其输送能力强、速度快、安全舒适等明显优势而成为铁路运输发展的主力,并在拉动区域经济增长上产生了巨大作用,因而倍受世界各国青睐。如今伴随着以“四纵四横”为主的高铁网络建设全面展开,我国也跨步进入高铁经济时代。高铁作为一种具有革命性突破的全新运输方式,将深刻影响我国区域经济发展的格局,为我国经济的腾飞奠定坚实基础。 本文基于先前与导师一起发表在《长江流域资源与环境》(CSSCI/CSCD)上的《高铁时代到来的区域影响和意义》一文,进一步深化研究,共分为六章。第一章绪论,主要介绍了选题背景、研究意义、研究方法和技术路线、以及论文的可能创新之处。第二章国内外相关的理论研究,对高速铁路、都市圈、城市群、同城化效应等主要概念进行了界定和辨析,对核心一边缘理论、空间相互作用理论、“点一轴”理论、博弈论等高铁区域影响相关理论进行了概括和综述。第三章是国外高速铁路发展的实践研究,主要从不同角度分析了日本新干线、法国TGV、德国ICE对区域经济发展的重要影响,以期为我国高铁经济提供经验借鉴。第四章我国高铁时代到来的区域影响研究,为全文的核心部分。第一节以长三角都市圈为例分析了高铁对同城化效应的影响;第二节通过运用引力模型定量研究高铁影响下由城市群中心城市引领的大区域板块联动发展;第三节利用国内成功案例分析高铁对沿线城市产业和城市规划的挑战;第四节运用博弈论中的“囚徒困境”理论分析高铁对现代交通运输市场的冲击。第五章高铁时代下区域发展的问题与建议,主要从区域同质化和虹吸现象、运输市场竞争、票价制度、高铁故障等方面提出问题,给出建议。第六章结语,主要对论文研究成果进行总结,并指出存在的不足之处和未来展望。 主要的研究观点是:高铁将加速和放大都市圈同城效应,加快由城市群中心城市引领的大区域板块的联动发展,挑战沿线产业和城市规划布局,促使现代交通运输格局的重新组合,进而影响我国区域经济发展的版图;但是在高铁经济影响下应注意警惕区域发展同质化和虹吸效应,统筹铁路与航空、公路的竞争市场,构建合理的票价制度,加强监管、谨防高铁故障。本文对高铁所带来的区域效应进行研究,不仅能为高铁网络规划建设提供经济参考,也可为区域政府和相关部门依托高铁制定政策和规划提供考量。
[Abstract]:The birth of high-speed rail is a significant change in the history of world transportation. From 1964 to now, high-speed rail has become the main force of railway transportation development because of its obvious advantages such as strong transportation capacity, high speed, safety and comfort, etc. And has played a great role in stimulating regional economic growth, and is therefore favored by all over the world. Now, with the construction of the high-speed rail network, which is mainly "four vertical and four horizontal", the construction of the high-speed rail network has been carried out in an all-round way. As a new mode of transportation with revolutionary breakthrough, high-speed rail will profoundly affect the pattern of regional economic development in China and lay a solid foundation for the rapid development of China's economy. Based on the previous article "Regional influence and significance of the coming era of High-speed Railway" published in the Yangtze River Basin Resources and Environment (CSSCI / CSCD) with our tutor, this paper further deepens the research and divides it into six chapters. Chapter one is an introduction, which mainly introduces the background of the topic. The research significance, research method and technical route, and the possible innovation of the thesis. The second chapter defines and distinguishes the main concepts such as high-speed railway, metropolitan area, urban agglomeration, the effect of co-city, and so on. In this paper, the core edge theory, spatial interaction theory, point-one-axis theory, game theory and other related theories of high-speed railway regional influence are summarized and summarized. Chapter three is the practical research on the development of high-speed railway in foreign countries. This paper mainly analyzes the important influence of Japanese Shinkansen, French TGV and German ICE on the development of regional economy from different angles, in order to provide experience and reference for China's high-speed rail economy. The first section takes the Yangtze River Delta Metropolitan Circle as an example to analyze the influence of high-speed rail on the co-urbanization effect, the second section quantitatively studies the linkage development of the large regional plate under the influence of high-speed rail under the influence of high-speed rail, which is led by the central cities of urban agglomeration. The third section uses domestic successful cases to analyze the challenges of high-speed rail to urban industry and urban planning along the route. Section 4th uses the "Prisoner's Dilemma" theory in game theory to analyze the impact of high-speed rail on the modern transportation market. Chapter 5th: problems and suggestions of regional development in high-speed rail era, mainly from regional homogeneity and siphon phenomenon, transportation market competition. The conclusion of chapter 6th mainly summarizes the research results of the paper and points out the shortcomings and future prospects. The main research points are: high speed rail will accelerate and amplify the co-city effect of the metropolitan area, accelerate the linkage development of the large regional plate led by the urban agglomeration center city, and challenge the layout of industry and urban planning along the route. Promoting the recombination of modern traffic and transportation patterns, thus affecting the territory of our country's regional economic development; however, under the influence of high-speed rail economy, attention should be paid to the homogeneity and siphon effect of regional development, to co-ordinate the competition market of railway, aviation and highway. This paper studies the regional effects of high-speed rail, which can not only provide economic reference for the planning and construction of high-speed rail network. Regional governments and related departments can also rely on high-speed rail policy and planning to provide consideration.
