基于公共服务的云南智能交通体系研究

【摘要】:随着我国高新科学技术的迅猛发展,智能交通对政府治理产生巨大的影响。在政府公共管理领域,信息及信息资源的管理已经成为一个越来越重要的领域,利用信息技术提高交通运输体系的整体效能,已成为交通行业公共管理者一项重要的职责。交通服务的内容及方式由于信息资源管理和政府重塑进程也发生了显著变化,除传统的加强交通基础设施建设,同时我国政府提出了更加关注民生的中国智能交通发展战略,我们将积极探索高新技术改变传统交通运输的方式,提高中国交通系统运行效率,改变其监管方式。智能交通系统(ITS)就是其中之一,它将转变政府的管理方式,为政府提供更为有效的交通运输管理手段,为民众提供更优质快捷的服务,促使交通环境向更加安全、绿色和高效的方向发展,促进交通运输行业的可持续发展。随着智能交通系统的探索、开发及建设应用,它在解决交通问题的同时为我们提供高效、安全、快速、便捷的信息共享与交互手段。因此,基于公共服务的需求对云南智能交通体系发展进行研究,探索符合云南地区发展的路径,不仅在理论上有其客观必要性,而且具有现实指导意义。 本文通过对国内外智能交通发展现状的分析,对其进行总结和归纳。分析智能交通内涵及其在公共服务中的作用。并对当前云南省交通及其服务存在的问题探析,分析了我省交通的现状,归纳我省交通的特点,分析其主要存在的问题现象。以此为基点对云南省智能交通发展现状分析,探讨基于公共服务的云南智能交通体系研究的必要性。进而对基于公共服务的云南省智能交通体系研究,对其发展模式进行探究,探索基于公共服务的云南智能交通体系目标的基本思路及总体框架,研究我省道路运输行业的发展趋势。讨论其现实借鉴意义指明了云南地区智能交通下一阶段发展的方向和目标,并对未来发展提出了展望,为云南地区智能交通的建设提供了参考依据。
[Abstract]:With the rapid development of high and new science and technology in China, intelligent transportation has a great impact on government governance. In the field of government public management, the management of information and information resources has become a more and more important field. The use of information technology to improve the overall efficiency of the transportation system has become an important responsibility of the public administrators of the transportation industry. The content and mode of transportation services have also undergone significant changes as a result of the management of information resources and the process of remolding the government. In addition to the traditional strengthening of transport infrastructure construction and the Chinese government's strategy of developing intelligent transportation that pays more attention to the people's livelihood, we will actively explore new and high-tech ways to change traditional transportation. Improving the efficiency of China's transportation system and changing its regulatory mode. The Intelligent Transportation system (its) is one of them. It will transform the government's management mode and provide the government with more effective means of transportation management. To provide better and faster services to the public, to promote the development of a safer, greener and more efficient transportation environment, and to promote the sustainable development of the transportation industry. It not only solves the traffic problems but also provides us with efficient, safe, fast and convenient means of information sharing and interaction. Therefore, based on the needs of public services, the development of Yunnan Intelligent Transportation system is studied. It is not only necessary in theory, but also of practical significance to explore the development path of Yunnan. Based on the analysis of the present situation of intelligent transportation at home and abroad, this paper sums up and summarizes it, analyzes the connotation of intelligent transportation and its role in public service, and probes into the problems existing in the traffic and its service in Yunnan Province at present. This paper analyzes the present situation of traffic in our province, summarizes the characteristics of traffic in our province, and analyzes the main existing problems, which is used as the basis to analyze the present situation of the development of intelligent transportation in Yunnan Province. This paper probes into the necessity of the research of Yunnan intelligent transportation system based on public service, and then probes into the development mode of Yunnan intelligent transportation system based on public service. To explore the basic ideas and the overall framework of the goal of Yunnan Intelligent Transportation system based on public service, This paper studies the development trend of road transportation industry in Yunnan Province, discusses its practical significance and points out the direction and goal of the development of intelligent transportation in Yunnan area in the next stage, and puts forward the prospect for the future development. It provides a reference for the construction of intelligent transportation in Yunnan.
