中国大城市交通市场化发展战略研究

【摘要】:城市交通问题之核心是如何建立和维持供需平衡,供需平衡的实质是资源优化配置,而市场在资源配置中应发挥决定性作用。基于对中国大城市交通发展的客观总结,提出市场化是城市交通可持续发展的必由之路,并分析城市交通市场化的理论依据、必要性及可行性,提出城市交通市场化发展的战略目标和任务,以及在基础设施建设、公共交通服务、停车建设运营、交通需求管理、交通技术创新等重点领域推进市场化的实施路径。
[Abstract]:The core of urban traffic problem is how to establish and maintain the balance of supply and demand. The essence of the balance of supply and demand is the optimal allocation of resources, and the market should play a decisive role in the allocation of resources. This paper points out that marketization is the only way for the sustainable development of urban transportation, and analyzes the theoretical basis, necessity and feasibility of the marketization of urban traffic, and puts forward the strategic objectives and tasks of the market-oriented development of urban transportation, as well as the construction of infrastructure. Public transport services, parking construction and operation, traffic demand management, traffic technology innovation and other key areas to promote the implementation of market-oriented path.
