广州市出租车行业政府管理问题研究

【摘要】：客运出租车与市民群众的出行息息相关,是综合交通运输体系的重要组成部分。国外的出租车行业发展较早,经过几十年已经非常成熟和完善。我国的出租车行业较之起步晚,发展历史较短,各城市地情不同,管理制度不健全,地方政府在行业管理上面临很多困难,没有现成的模式套用,只能借鉴国内外经验教训,探索出适合自已地方情况的发展和管理体系。由于出租车行业的特殊性,广州出租车行业在推动行业发展、优化政府管理的过程中,既要承担行业面临历史遗留问题,也要不断适应和解决发展过程中的新情况和新问题；政府对出租车行业管理工作的难点,既有“承包费不合理”、“经营模式不科学”、“打的难”、“网络约租车冲击”等全国普遍存在的共性问题,也有经营权永久使用等广州市特有的个性问题。为此,如何完善广州市出租车行业政府管理,提出解决问题的对策显得尤为迫切和重要。本文运用文献分析、实证分析的方法,通过政府日常管理中掌握的一手数据资料,结合政府管理的基本理论,指出政府对出租车行业管制的必要性,并全面分析广州市出租车行业现状,剖析广州出租车行业政府管理中存在的突出问题,抽丝剥茧、多方借鉴,为广州市出租车行业政府管理提供科学、合理的对策措施。本文首先通过分析出租车行业的特殊属性,指出政府对出租车行业管理的必要性,并且概括了政府对租车行业管理的理论基础以及管理的主要内容。其次,详细介绍广州市出租车行业和管理的现状,揭示政府管理中存在的主要问题,分析问题的成因。还有,通过分析美国纽约、新加坡、北京、温州对出租车行业管理的做法,从中汲取完善广州出租车行业政府管理的启示借鉴。最后,针对当前广州出租车行业政府管理问题,并从宏观层面促进出租车行业良性发展的角度,提出进一步完善政府管理的对策措施。
[Abstract]:Passenger taxi is closely related to the travel of citizens and is an important part of comprehensive transportation system.Foreign taxi industry developed earlier, after decades has been very mature and perfect.The taxi industry of our country starts later, has a short history of development, different land conditions in different cities, imperfect management system, local governments face many difficulties in industry management, there is no ready-made model to apply it, and can only learn from the experience and lessons of domestic and foreign countries.To explore the development and management system suitable for their local conditions.Because of the particularity of the taxi industry, in the process of promoting the development of the taxi industry and optimizing the government management, Guangzhou taxi industry should not only undertake the problems left over from history, but also adapt to and solve the new situation and problems in the process of development.The difficulties of the government in the management of taxi industry include the common problems such as "unreasonable contract fee", "unscientific management mode", "hard to hit", "network rental impact" and so on.Also has the management right to use permanently and so on Guangzhou unique individuality question.Therefore, it is urgent and important to improve the management of Guangzhou taxi industry and put forward some countermeasures to solve the problem.By using the methods of literature analysis and empirical analysis, this paper points out the necessity of government regulation of taxi industry through primary data and basic theory of government management.It also analyzes the current situation of taxi industry in Guangzhou, analyzes the outstanding problems in the government management of Guangzhou taxi industry, draws the cocoon, and draws lessons from various aspects to provide scientific and reasonable countermeasures for the government management of the taxi industry in Guangzhou.By analyzing the special attributes of the taxi industry, this paper points out the necessity of the government's management of the taxi industry, and summarizes the theoretical basis and main contents of the government's management of the taxi rental industry.Secondly, the paper introduces the current situation of taxi industry and management in Guangzhou, reveals the main problems in government management, and analyzes the causes of the problems.In addition, through the analysis of New York, Singapore, Beijing, Wenzhou to the taxi industry management practices, from which to learn from the improvement of Guangzhou taxi industry government management inspiration.Finally, aiming at the current problems of the government management in Guangzhou taxi industry, and from the perspective of promoting the benign development of the taxi industry at the macro level, this paper puts forward some countermeasures to further improve the government management.
