大城市低碳交通发展与对策研究

【摘要】:在全球遭遇金融危机,世界经济复苏缓慢的背景下,为寻找新的经济增长点,并努力地在经济发展与环境保护两者之间寻求平衡,,各国政府纷纷把目光投向了低碳经济,绿色新政成为各国经济政策的核心战略。全球城市化水平的不断提高,使得城市成为各国经济主体和人口聚集区。据相关数据统计,全世界城市居住人口在2010年已占到世界人口的50%,并将保持持续的上升态势。城市不仅是人类政治、经济、文化活动的核心区域,也是能源消耗的高强度地区。由于城市具有人口密度高、资源集中、设施密集等特点,城市一直以来都是全球低碳浪潮中的先锋和主体。城市在应对全球气候变暖以及减排温室气体方面将会起到决定性的作用,与此同时,城市也是政策和制度创新的基地。城市道路交通中的汽车客运交通更是全球道路交通中CO排放的绝对主体。发展低碳交通是实现生态社会可持续发展的重要举措,各国政府都在积极推进低碳交通的发展。各国相继出台了一系列促进低碳交通发展的相关政策,大力发展城市低碳交通成为全球共识。 本文将综合运用管理学、博弈论、经济学等理论和分析方法,从多个角度来探讨我国大城市在发展低碳交通方面存在的问题和缺陷,以及存在问题的原因。并通过分析和借鉴国外大城市发展低碳交通的各项政策,并在总结归纳其取得的经验和教训的基础上,结合我国目前对于发展低碳交通的规划以及实际发展情况,提出促进我国大城市低碳交通发展的相关对策建议。
[Abstract]:In the context of the global financial crisis and the slow recovery of the world economy, in order to find a new economic growth point and strive to find a balance between economic development and environmental protection, governments all over the world have turned their attention to the low-carbon economy.Green New deal has become the core strategy of national economic policy.With the development of the global urbanization level, cities have become the economic main body and the population gathering area of various countries.According to relevant statistics, the world's urban resident population has accounted for 50 percent of the world's population in 2010, and will continue to rise.City is not only the core area of human political, economic and cultural activities, but also the high-intensity area of energy consumption.Because of the characteristics of high population density, concentrated resources and dense facilities, cities have always been the pioneer and the main body of the global low carbon wave.Cities will play a decisive role in tackling global warming and reducing greenhouse gases, while also serving as a base for policy and institutional innovation.The automobile passenger traffic in urban road traffic is the absolute main body of CO emission in the global road traffic.The development of low-carbon transportation is an important measure to realize the sustainable development of ecological society, and the governments of all countries are actively promoting the development of low-carbon transportation.Countries have issued a series of policies to promote the development of low-carbon transport, and it has become a global consensus to vigorously develop urban low-carbon transport.Based on the theories and analytical methods of management, game theory and economics, this paper discusses the problems and defects in the development of low-carbon transportation in Chinese big cities from many angles, and the reasons for the problems.By analyzing and drawing lessons from the policies of developing low-carbon transportation in foreign big cities, and on the basis of summing up the experiences and lessons learned, combining with the current planning and actual development of low-carbon transportation in China,The paper puts forward some countermeasures and suggestions to promote the development of low-carbon transportation in big cities of our country.
