【摘要】:人才资源是第一资源。铁路人才是我国人才队伍的重要组成部分,是铁路职工队伍的核心力量,在促进铁路提高效益、实现科技成果转化、加快铁路现代化建设方面都具有不可替代的重要作用。党的十六大以来,我国铁路快速发展,路网规模迅速扩大,技术装备水平大幅度提升,现代化建设实现了重大跨越,已经站在了世界铁路的先进行列。目前,人才队伍素质不适应铁路现代化建设的问题越来越突出。大力实施人才兴路战略,切实加强铁路人才队伍建设,努力造就一支适应铁路现代化建设需要的高素质专业化铁路人才队伍,对于确保铁路运输安全、加快路网建设和技术进步至关重要。 本文采用了比较分析法、经验总结法和定量分析法,基于在表格、问卷调查、实地走访、查阅相关文献等形式的基础上,分析并总结出我国铁路人才队伍建设的实际现状,提出了铁路人才队伍建设的主要任务和措施。 在文中,首先对人才的内涵和标准、我国铁路人才的定义和分类、铁路人才队伍建设的基本理论进行了系统的阐述,对德国、美国、日本、加拿大等发达国家铁路人才队伍建设的经验进行了总结和分析,并对照我国铁路人才队伍建设现状,得出了一些较为明显的共性启示。其次,对我国铁路人才队伍建设发展历程、人才队伍体系、发展现状、现阶段人才队伍建设的基本特征进行了总结阐述,对我国铁路全球化、技术进步、工作性质、劳动力队伍等几种基本战略趋势对人才队伍建设的影响,进行了多视角、全方位的分析。再次,在上述总结、比较、分析的基础上提出了我国铁路人才队伍建设的总体思路和原则,重点论述了我国铁路人才队伍建设的主要任务;定量分析了2012至2015年,各类人才的需求总量。最后,对构建大规模培训体系、开展大规模培训、优化人才机制、建设组织保障进行了详细论述。 本文的结论是在分析我国铁路人才队伍建设现状的基础上,根据我国国情和路情得出的。即,我国铁路人才队伍建设必须是在开发、盘活现有人力资源,提升职工队伍整体素质的基础上,通过开展大规模的人才培训,建立健全各种人才机制,达到“十百千万”重点人才队伍以及主要行车工种、领导班子人才队伍建设的目的。 本文的创新点主要体现在分析了我国铁路全球化、技术进步、工作性质、劳动力队伍等几种基本战略趋势,提出了实行战略人力资源管理(strategic human resource management)的建议,对每个层次的人才需求进行了定量分析,并根据我国具体的国情和铁路职工总量,提出了我国铁路人才队伍建设,必须是在盘活现有人力资源的基础上,开展大规模培训,提高职工队伍的整体素质,优化人才机制,建设一支与铁路现代化建设相适应的人才队伍。
[Abstract]:Talent resource is the first resource.Railway talent is an important part of our country's talent team and the core force of railway staff and workers. It plays an irreplaceable role in promoting railway efficiency, realizing the transformation of scientific and technological achievements and speeding up the construction of railway modernization.Since the 16th National Congress of the Communist Party of China (CPC), China's railways have developed rapidly, the scale of the railway network has expanded rapidly, the level of technical equipment has been greatly improved, and the modernization construction has achieved a major leap forward, and has already stood in the advanced ranks of the world's railways.At present, the talent troop quality does not adapt to the railway modernization construction the question is more and more prominent.Vigorously implementing the strategy of developing roads by talents, earnestly strengthening the construction of railway personnel, and striving to bring up a contingent of high-quality and specialized railway personnel who can meet the needs of railway modernization, will ensure the safety of railway transportation.Speeding up road network construction and technological progress is crucial.This paper adopts comparative analysis method, experience summary method and quantitative analysis method, based on the forms of form, questionnaire, field visit, reference to relevant literature, etc., analyzes and summarizes the actual situation of railway talent team construction in our country.The main tasks and measures of railway personnel construction are put forward.In this paper, the connotation and standard of talents, the definition and classification of railway talents in China, and the basic theory of railway personnel construction are systematically expounded, including Germany, the United States, Japan, the United States of America, Japan, Germany, the United States, Japan, the United States and Japan.This paper sums up and analyzes the experiences of railway talents construction in developed countries such as Canada, and draws some obvious common inspirations in comparison with the present situation of railway talents construction in China.Secondly, the paper summarizes the development course, the system, the present situation and the basic characteristics of the construction of China's railway talent team, including the globalization of the railway, the technological progress and the nature of the work.The influence of several basic strategic trends, such as labor force, on the construction of talent team is analyzed from various perspectives and all directions.Thirdly, on the basis of the above summary, comparison and analysis, this paper puts forward the general ideas and principles of the construction of railway talents in our country, focuses on the main tasks of the construction of China's railway talents, and quantitatively analyzes the main tasks of the construction of railway talents from 2012 to 2015.The total demand for all kinds of talents.At last, it discusses in detail the construction of large-scale training system, the development of large-scale training, the optimization of talent mechanism and the construction of organizational security.The conclusion of this paper is based on the analysis of the present situation of railway personnel construction in China, according to China's national conditions and road conditions.That is, on the basis of developing, activating the existing human resources and improving the overall quality of the staff and workers, the construction of our railway talent contingent must be based on the development of large-scale personnel training and the establishment and improvement of various talent mechanisms.To achieve the "10 million" key talents and major types of coaches, leading groups of talent team construction purposes.The innovation of this paper is mainly reflected in the analysis of several basic strategic trends such as railway globalization, technological progress, nature of work, labor force and so on, and the suggestion of implementing strategic human resource management strategy strategy human resource management is put forward.Based on the quantitative analysis of the demand for talents at each level, and according to the specific conditions of our country and the total number of railway workers, this paper puts forward that the construction of railway talent team in our country must be carried out on the basis of invigorating existing human resources and carrying out large-scale training.Improve the overall quality of the staff and workers, optimize the talent mechanism, and build a talent team suitable for railway modernization.
