昆明铁路局拓展“门到门”运输问题研究

【摘要】:我国产业结构的不断调整、社会经济的快速发展,对运输与物流提出了更高的要求。现代物流已逐步成为增强企业竞争力、提高经济运行效率、转变经济发展方式的重要支撑力量。铁路作为主要运输方式之一,承担着物资流通的重要职能,素有国民经济大动脉之称。随着社会物流企业及其他运输方式不断主动贴近市场、拓展业务范围、提升服务质量,铁路的市场占有率与竞争力均有所下降。为此铁路总公司正在加紧实施货运组织改革、延伸货运服务链条,加快实现由“站到站”向“门到门”运输的转变,提升铁路市场竞争力。昆明铁路局积极落实总公司的战略部署并取得了显著成绩,但在拓展“门到门”运输的过程中尚存在物流业务范围有待拓展、信息服务能力有待提升、资源配置尚需优化、货运定价不够灵活等问题,阻滞了货运物流一体化的步伐。究其原因,主要是因为各经营主体在拓展“门到门”运输的过程中,缺乏结合内外部条件选择适合自身运营模式的相关研究与实践。因此,开展铁路局拓展“门到门”运输的运营模式研究具有重要的理论意义和现实意义。 本论文通过实地调研和总结分析,从如下几方面对铁路货运拓展门到门运输的问题进行了研究。 (1)总结了国内外货运与物流的发展状况,分析了昆明局货运与物流发展中取得的成绩及存在的问题;探讨了昆明铁路局管内的主要货源结构,并从大宗货物、高附加值货物两个角度分析了昆明铁路局的货运市场需求特征;从经济发展、市场竞争、资源、政策、自身条件等方面,分析了昆明铁路局拓展“门到门”运输的内外部环境,并提出了昆明铁路局拓展“门到门”运输的必要性。 (2)从货物品类、客户结构以及业务范围三个角度,分析并确定了昆明铁路局拓展“门到门”运输的市场定位;从协作能力、资源供给、外部环境三方面,设计了3大类10项的昆明局拓展“门到门”运输的运营模式选择指标体系。 (3)根据市场需求状况、服务功能设置以及运营基础条件等,将昆明局拓展“门到门”运输的运营模式划分为自营、联盟与外包运营模式。在对评价方法进行对比分析的基础上,确定运用模糊综合评判方法进行模式选择,并给出了昆明局“门到门”运输模式选择流程。结合实际调研情况,对昆明铁路枢纽内的6个货运站进行了实例分析。 (4)为加快推进昆明局拓展“门到门”运输进程,本文给出了加强实施信息化建设策略、价格灵活制定策略、建立市场反馈机制、健全安全监控机制以及加强客户关系管理等措施建议。
[Abstract]:With the constant adjustment of industrial structure and the rapid development of social economy, higher requirements are put forward for transportation and logistics. Modern logistics has gradually become an important supporting force to enhance the competitiveness of enterprises, improve the efficiency of economic operation and change the mode of economic development. As one of the main modes of transportation, railway bears the important function of material circulation and is known as the artery of national economy. With the social logistics enterprises and other modes of transportation continue to actively close to the market, expand the scope of business, improve service quality, railway market share and competitiveness have declined. Therefore, the Railway Corporation is stepping up the reform of freight transport organization, extending the chain of freight transport service, speeding up the transformation from "standing to station" to "door-to-door" transportation, and enhancing the competitiveness of railway market. Kunming Railway Administration has actively implemented the strategic deployment of the head office and achieved remarkable results. However, in the process of expanding door-to-door transportation, there are still logistics business areas to be expanded, information service capacity to be improved, and resource allocation still to be optimized. Freight pricing is not flexible enough to block the pace of freight logistics integration. The main reason is that in the process of expanding "door-to-door" transportation, the main business bodies lack the relevant research and practice to choose their own operation mode in combination with internal and external conditions. Therefore, it is of great theoretical and practical significance to develop the operation mode of door-to-door transportation. Through field investigation and summary analysis, this paper studies the problem of door-to-door transportation of railway freight from the following aspects. This paper summarizes the development situation of freight transport and logistics at home and abroad, analyzes the achievements and problems in the development of freight and logistics of Kunming Bureau, probes into the main source structure in the management of Kunming Railway Administration, and discusses the major goods. This paper analyzes the characteristics of freight transport market demand of Kunming Railway Administration from two angles of high value-added goods, analyzes the internal and external environment of "door-to-door" transportation by Kunming Railway Administration from the aspects of economic development, market competition, resources, policies, self-conditions, etc. The necessity of developing door-to-door transportation by Kunming Railway Administration is also put forward. From three angles of goods category, customer structure and business scope, this paper analyzes and determines the market orientation of "door-to-door" transportation by Kunming Railway Administration, from three aspects: cooperation ability, resource supply and external environment. This paper designs a selection index system of "door-to-door" transportation mode for Kunming Bureau. According to the situation of market demand, service function setup and operation basic condition, Kunming Bureau divides the operation mode of "door to door" transportation into self-support, alliance and outsourcing operation mode. Based on the comparative analysis of the evaluation methods, the fuzzy comprehensive evaluation method is used to select the mode, and the selection flow of the "door-to-door" transportation mode of Kunming Bureau is given. Combined with the actual investigation, six freight stations in Kunming Railway Hub are analyzed. In order to speed up the development of "door-to-door" transportation in Kunming Bureau, this paper puts forward the strategy of strengthening the implementation of information construction, the flexible formulation of price and the establishment of market feedback mechanism. Improve the security monitoring mechanism and strengthen customer relationship management and other measures.
