我国港口低碳绿色发展研究

【摘要】:2009年11月,温家宝总理在国务院常务会议中提出到2020年,我国单位GDP的碳排放比2005年下降40%-45%,并明确指出要加快建设以低碳为特征的绿色交通运输体系。港口是交通运输体系的重要组成部分,同时也是碳排放大户,但是目前关于港口绿色发展的研究却忽视了碳排放的影响,行业内尚无一套完整的低碳绿色评价指标体系,如何全面、客观、科学的评价各个港口低碳绿色发展水平,是一个迫切需要解决的问题。 本文首先总结国内外港口低碳绿色发展现状,在此基础上对制约我国港口低碳绿色发展的因素进行分析。深刻阐述港口发展与生态环境的相互影响,以此为铺垫,总结二者之间的共生关系。之后运用绿色经济学理论,深刻分析港口低碳绿色发展的内在机理,为我国港口低碳绿色发展评价指标体系的构建提供理论依据。 综合以上分析,依据我国政府低碳绿色发展的指导思想,遵循科学性、针对性、可行性的原则,本文将低碳理念融入到港口绿色发展中,构建了我国港口低碳绿色发展评价指标体系,其次综合运用网络层次分析法和模糊综合评价法,对港口低碳绿色发展评价指标体系进行评价。最后以大连港为例,进行实证研究,论证了这套指标体系和评价方法是科学合理,简单易行的,为上级主管单位和港口自身评价其低碳绿色发展水平提供了详细的参考依据。通过实证分析找到我国港口低碳绿色发展的瓶颈,并且针对瓶颈提出适合我国国情的港口低碳绿色发展对策。
[Abstract]:In November 2009, Premier Wen Jiabao put forward in the executive meeting of the State Council that by 2020, the carbon emission per unit of GDP in China will be 40% -45% lower than that in 2005, and pointed out clearly that it is necessary to accelerate the construction of a green transportation system characterized by low carbon. Port is an important part of transportation system, but also a large carbon emission, but the current research on the green development of ports has ignored the impact of carbon emissions, the industry has not yet a complete low carbon green evaluation index system. How to comprehensively, objectively and scientifically evaluate the low carbon green development level of each port is an urgent problem to be solved. This paper firstly summarizes the present situation of low carbon green development in ports at home and abroad, and then analyzes the factors restricting the development of low carbon green ports in China. This paper expounds the interaction between port development and ecological environment, and sums up the symbiotic relationship between them. Then, by using the green economics theory, this paper deeply analyzes the inherent mechanism of the low carbon green development of the port, and provides the theoretical basis for the construction of the evaluation index system of the port low carbon green development in our country. Synthesizing the above analysis, according to the guiding ideology of our government's low-carbon green development, following the principles of science, pertinence and feasibility, this paper integrates the low-carbon concept into the port green development. The evaluation index system of low carbon green development of port in our country is constructed. Secondly, the evaluation index system of low carbon green development of port is evaluated by using network analytic hierarchy process and fuzzy comprehensive evaluation method. Finally, taking Dalian Port as an example, this paper demonstrates that the index system and evaluation method are scientific, reasonable, simple and easy to carry out, which provides a detailed reference basis for the higher authorities and the port itself to evaluate their low carbon green development level. Through empirical analysis, the bottleneck of low-carbon green development of ports in China is found, and the countermeasures for low-carbon green development of ports suitable for China's national conditions are put forward.
