郑州火车站地区管理体制问题研究

【摘要】：郑州火车站地区是郑州市经济发展的龙头地区，地理位置十分重要，是郑州小商品批发、交易的核心区域，，随着西广场附近在未来几年将进行大规模基础设施建设，火车站地区的管理范围还将进一步扩大。但火车站附近地区人流、车流量巨大，地区管理问题十分突出。因此，对目前郑州火车站地区存在的问题进行分析，提出改革意见，有利于实现郑州火车站地区管理体制的完善，对促进郑州市城市品位的提升、城市综合竞争力的提高以及中原经济区的建设具有重大的战略意义。虽然近年来郑州市人民政府加强了对火车站地区管理委员会的管理体制创新工作，但由于地区矛盾突出、利益分化严重管理体制一直没有能够跟上社会经济发展水平的要求。此次以研究郑州火车站地区管理体制创新为契机，梳理了火车站地区管委会管理体制不健全、机构责权模糊、协调不畅、员工考核机制不完善、管理过程中监督机制不健全的管理现状，并以火车站地区内外环境的变化、国家体制改革的趋势、经济发展水平的要求为主线，寻求创新的制度保障、原则要求，通过对不同管理方式的比较与选择，确立了一套有能够保证火车站地区管理体制不断创新的新路子，通过做好火车站地区管理体制规划、明确管委会与相关机构的职责划分、完善考核机制、健全体制监督机制推动郑州火车站地区管理水平的提升。
[Abstract]:Zhengzhou railway station area is the leading area of Zhengzhou's economic development, and its geographical location is very important. It is the core area for the wholesale and trading of small commodities in Zhengzhou. With large-scale infrastructure construction to be carried out near the West Square in the coming years, The railway station area of management will be further expanded. But near the railway station area passenger flow, the traffic flow is huge, the area management question is very prominent. Therefore, the problems existing in Zhengzhou railway station area are analyzed, and the reform suggestions are put forward, which will help to perfect the management system of Zhengzhou railway station area and promote the promotion of Zhengzhou city grade. The improvement of urban comprehensive competitiveness and the construction of Central Plains Economic Zone are of great strategic significance. In recent years, the Zhengzhou Municipal people's Government has strengthened the innovation of the management system of the railway station area management committee, but because of the prominent regional contradiction, the serious interest differentiation management system has not been able to keep up with the requirements of the level of social and economic development. Taking the opportunity of studying the innovation of management system in Zhengzhou railway station area, this paper combs the management system of railway station district management committee is not perfect, the responsibility of the organization is vague, the coordination is not smooth, and the staff assessment mechanism is not perfect. In the management process, the supervision mechanism is not perfect, and the main line is the change of the environment inside and outside the railway station area, the trend of the national system reform, the requirement of the level of economic development. Through the comparison and selection of different management methods, a set of new ways to ensure the continuous innovation of railway station area management system is established, and the division of responsibilities between the management committee and the relevant institutions is made clear by making a good plan for the railway station area management system. Improve the examination mechanism, improve the system supervision mechanism to promote the Zhengzhou railway station area management level.
