黄河三角洲区域中心港建设的对策研究

【摘要】：港口是带动一个区域经济发展的核心战略资源。在全球35个国际化城市中，有31个是因为拥有较大的港口并在港口经济的带动下发展起来的，其中位列前10名的城市几乎都是港口城市。世界各大江大河三角洲无不也是以港口为龙头引擎实现了跨越发展，我国长三角和珠三角经济腾飞的过程，从某种意义上说也是港口和港口经济发展的过程。 2009年11月和2011年1月，国务院先后批复了《黄河三角洲高效生态经济区发展规划》和《山东半岛蓝色经济区发展规划》，这为我国最后一个大河三角洲——黄河三角洲的开发建设提供了千载难逢的历史机遇。加快推进两大规划实施，港口是重要的龙头和突破点。《黄河三角洲高效生态经济区发展规划》提出把东营、莱州、潍坊、滨州作为四个突破点实施推进黄河三角洲开发，并明确提出“要强化东营港的区域中心港地位”。如何发挥好东营港作为黄河三角洲区域中心港口的引擎作用，亟需深入研究区域中心港的发展模式与建设路径，进一步优化黄河三角洲港口布局，这对于推进黄蓝经济区建设具有重大的历史和现实意义。全文共分为三部分，论文第一部分界定了区域中心港的理论，包括港口的定义及分类，以及区域中心港的定义，进而分析了沿海主要港口建设的基本经验，从而总结出了成为区域中心港的基本形成条件，包括自然条件、腹地资源、服务水平、临港产业、技术条件及体制机制等。论文第二部分确立了东营港与周边港口的比较原则，建立了基于区域中心港因素的比较方法，，将影响港口综合功能的各类因素分解为若干指标，进行综合归纳和加权，最后求和排列。按照课题设计的比较方法模型，将东营港的各项指标与黄河三角洲区域、山东半岛蓝色经济区、环渤海区域以及国内部分港口进行了对比分析，得出东营港在区域发展中的优势及不足。论文第三部分阐述了东营港作为黄河三角洲区域中心港建设的SWOT分析，从战略布局、区域竞争、港口区位、建港条件、腹地支撑、生产要素、总体实力、基础设施、集疏运体系等方面，探讨研究了目前港口建设中存在的发展优势、发展劣势、发展机会、潜在威胁。针对SWOT分析形成的结论，按照把握优势和机会、规避威胁和劣势的原则，确定了四种不同的发展战略，即增长性战略、扭转性战略、多元性战略、预防性战略。论文第四部分首先确定了东营港以后发展的战略定位，并提出了绿色、可持续、改革创新、开放、安全的建港原则，明确了不同发展阶段的目标，进而提出了黄河三角洲区域中心港建设的对策建议，即高标准修订完善规划、加快突破港口基础设施建设、做大做强临港产业、深入拓展经济腹地、完善提升集疏运体系、积极创新投融资机制、深化改革港区管理体系、实现黄河三角洲港口良性互动、建立健全扶持政策，通过对各项对策建议进行深入分析和落实，加快推进区域中心港的快速崛起，真正发挥作为黄蓝经济区建设龙头的作用。
[Abstract]:The port is the core strategic resource to drive a regional economic development . Of the 35 international cities around the world , 31 are due to the possession of large ports and the development of the port economy , among which the top 10 cities are almost port cities . The river delta of the world ' s major rivers is the process of economic development across the development , the Yangtze River Delta and the Pearl River Delta . In a sense , it is also the process of port and port economic development .

In November 2009 and January 2011 , the State Council approved the development plan of the high - efficiency eco - economic zone in the Yellow River Delta and the development plan of the blue economic zone of Shandong Peninsula , which provided a great historical opportunity for the development and construction of the last big river delta _ Yellow River Delta .

The first part of this paper defines the theory of regional center port , including the definition and classification of port , as well as the definition of regional center port , then analyses the basic experience of main port construction in coastal area , including natural condition , hinterland resources , service level , Lingang industry , technical condition and institutional mechanism .

The second part of this paper establishes the comparative principle of Dongying Port and peripheral port , establishes a comparative method based on the port factors of regional center , and combines various factors which affect the comprehensive function of port into several indexes . Finally , the indexes of Dongying Port are compared with the Yellow River Delta region , the blue economic zone of Shandong Peninsula , the Bohai Sea region and some domestic ports , and the advantages and disadvantages of Dongying Port in regional development are obtained .

The third part of this paper expounds the SWOT analysis of the construction of Dongying Port as the central port of the Yellow River Delta . From the aspects of strategic layout , regional competition , port location , port condition , hinterland support , production factors , overall strength , infrastructure and transportation system , this paper discusses the development advantages , disadvantages , development opportunities and potential threats existing in port construction .

The fourth part of this paper first determines the strategic positioning of the development of the Dongying Port , and puts forward the principles of green , sustainable , reform , innovation , opening and security .
