广西沿海港口管理体制研究

【摘要】:广西沿海有三个港口,分别为防城港、钦州港、北海港,三港同处北部湾北端,呈三角形布置。其中防城港距钦州港35海里,钦州港距北海港48海里。三个港口位置邻近,建港条件相似,集疏运通道一致,都有发展深水港的条件,具有相似的经济腹地,三个港口之间存在一定的竞争关系,同时也能够依各自优势分工,合作共赢。 本文主要研究以下几个要点:(1)广西沿海港口的行政管理职能准备上收自治区统一管理,由于我国大部分沿海港口都实行的是港口属地化管理(由港口所在地城市政府管理),交通部对此非常关注,曾派调研组来广西进行调研,本文将对港口行政管理职能由港口市管理和由自治区管理这两者间的不同点做研究;(2)研究广西沿海市港口管理模式的特点,通过结合国家政策及港口发展的趋势,探讨不同港口发展时期对应的港口管理模式;(3)通过结合现代行政管理思想对广西沿海港口管理服务的优化提出建议;(4)对广西沿海港口基础设施的建设和维护模式进行探讨。 本文分为五章。第1章绪论介绍了本文的研究情况和研究意义、国内外港口管理研究现状、研究目的和研究方法。第2章从港口属性为出发点,通过现代公共部门改革理论和准公共物品理论,阐述了港口管理机构的行政管理原则、港口管理机构职能转变和港口的准公共物品供给。第3章对广西沿海港口管理的现行模式进行了介绍,比较了三个沿海市港口管理模式,通过探讨广西沿海港口管理遇到的问题,指出拟设立的自治区港口管理机构需要解决诸多矛盾,根本的原因在于港口管理权的归属关系到港口所在地市政府的利益。第4章介绍了国内外港口管理体制,寻求经验启示:在国内,港口管理权的归属大部分实行属地管理。在国外,港口的基础设施建设维护主要由政府负责。第5章分析港口管理职能上收自治区面临的有利条件和挑战,以广西沿海港口规划和服务型港口管理机构作为基本思路,提出了港口管理优化对策:尽快解决沿海港口管理议而未决的状态;划分港口功能,实现港口分工合作,保持三个沿海港口的总体规划与广西沿海港口布局规划的一致性:继续实行港口多元化投融资;沿海港口管理机构统一纳入公务员编制的行政管理机构序列;实施危险品货物流程控制、应急预案、现场监管;逐步推进包括港口特殊作业、港口引航等港口业务申请的电子化服务平台,建立标准化流程;完善港口基础设施建设、维护平台
[Abstract]:There are three ports along the coast of Guangxi, namely, Fangcheng Port, Qinzhou Port, North Harbour, and the three ports are located at the northern end of Beibu Gulf, with triangular arrangement. Among them, Fangcheng Port is 35 nautical miles from Qinzhou Port, and Qinzhou Port is 48 nautical miles from North Harbour. The three ports are close to each other, with similar conditions for port construction, uniform distribution channels, conditions for developing deep-water ports and similar economic hinterlands. There is a certain competitive relationship among the three ports, and at the same time they are able to divide labour according to their respective advantages. Cooperation is win-win. This paper mainly studies the following points: 1) the administrative functions of Guangxi coastal ports are prepared for unified management in the autonomous region. As most of the coastal ports in China are under local port management (managed by the city government of the port location, the Ministry of Communications is very concerned about this, and has sent a dispatch and research team to Guangxi for investigation and research. In this paper, we will study the differences between the functions of port administration by port city management and autonomous region management. (2) study the characteristics of port management mode of Guangxi coastal city, and combine the state policy and the trend of port development. This paper probes into the port management mode corresponding to different periods of port development and discusses the construction and maintenance mode of Guangxi coastal port infrastructure by combining with the modern administrative thought to put forward suggestions on the optimization of Guangxi coastal port management service. This paper is divided into five chapters. The first chapter introduces the research situation and significance of this paper, the status quo of port management research at home and abroad, research purposes and research methods. The second chapter from the port attribute as the starting point, through the modern public sector reform theory and the quasi-public goods theory, elaborated the port management organization administration management principle, the port management organization function transformation and the port quasi-public goods supply. Chapter 3 introduces the current management mode of Guangxi coastal port, compares the port management model of three coastal cities, and discusses the problems encountered in Guangxi coastal port management. It is pointed out that the port management authority to be established in the autonomous region needs to solve many contradictions. The fundamental reason lies in the fact that the ownership of the port management right is related to the interests of the municipal government of the port location. Chapter 4 introduces the port management system at home and abroad, seeking experience and inspiration: in China, most of the ownership of port management power implements territorial management. Abroad, the government is mainly responsible for the maintenance of port infrastructure. Chapter 5 analyzes the favorable conditions and challenges facing the autonomous region in terms of port management functions, taking Guangxi coastal port planning and service-oriented port management institutions as the basic thinking. The optimization countermeasures of port management are put forward, such as solving the pending status of coastal port management as soon as possible, dividing port function, realizing port division of work and cooperation, To maintain the consistency between the master plan of the three coastal ports and the layout plan of Guangxi's coastal ports: to continue to carry out diversified investment and financing of the ports; Implement dangerous goods flow control, emergency plans, on-site supervision; step by step promote the electronic service platform including port special operations, port pilotage and other port business applications, establish standardized processes; improve port infrastructure construction, Maintenance platform
