北方海区航海保障信息化发展策略研究

【摘要】：随着信息技术的迅猛发展，世界各国对于信息化的建设和发展也越来越重视，信息化水平成为衡量一个国家和地区现代化程度的重要标志。同时我国航运经济的复苏，海洋强国战略的提出，，环渤海区域经济的飞速发展，对北方海区航海保障工作提出了更高的要求。航海保障信息化作为航海保障工作的重要支撑，将在综合航海保障体系建设和航海保障工作机制完善中发挥不可替代作用。研究北方海区航海保障信息化发展策略具有重要的战略意义。 北方海区航海保障信息化工作经过多年直属海事系统的建设和自身的完善，取得一定成绩，在支撑业务工作方面也有一定成效。但是在信息化建设的过程中也存在着一些突出问题，这些问题已经成为制约航海保障信息化发展的“瓶颈”，亟需解决。本文结合信息化的基础理论和北方海区信息化建设的现状，借鉴国际先进经验，分析了北方海区航海保障信息化建设存在的主要问题，并对问题的成因进行了深入挖掘，立足于航海保障发展战略，针对问题提出北方海区航海保障信息化发展的一些策略。 论文分为六个章节：第一章是介绍了选题背景和研究意义、国内外信息化研究综述、论文的研究方法、创新点等；第二章介绍了信息化相关的基础理论；第三章介绍了北方海区航海保障信息化建设的现状；第四章总结了北方海区航海保障信息化系统存在的问题，并深入分析了存在问题的原因；第五章介绍了国内外航海保障信息化建设的做法和先进经验；第六章针对问题，提出了北方海区航海保障信息化发展策略。
[Abstract]:With the rapid development of information technology, countries in the world pay more and more attention to the construction and development of information technology. The level of information technology has become an important symbol to measure the degree of modernization of a country and a region. At the same time, the recovery of China's shipping economy, the strategy of a powerful marine country and the rapid development of the regional economy around the Bohai Sea put forward higher requirements for maritime security work in the northern sea area. As an important support of navigation support, navigation support information will play an irreplaceable role in the construction of comprehensive navigation support system and the improvement of navigation support work mechanism. It is of great strategic significance to study the development strategy of navigation support informatization in the northern sea area. After many years of construction and improvement of maritime system in the northern sea area, some achievements have been made, and some achievements have been made in supporting the business work. However, there are some outstanding problems in the process of information construction. These problems have become the "bottleneck" restricting the development of navigation information and need to be solved urgently. Based on the basic theory of informatization and the present situation of information construction in the northern sea area, this paper analyzes the main problems existing in the informatization construction of navigation guarantee in the northern sea area, and explores the causes of the problems. Based on the development strategy of navigation support, this paper puts forward some strategies for the development of navigation support information in the northern sea area. The thesis is divided into six chapters: the first chapter introduces the background and significance of the topic, the domestic and foreign information research review, research methods, innovation points, etc. The third chapter introduces the current situation of navigation support information construction in the northern sea area, the fourth chapter summarizes the problems existing in the information system of navigation support in the northern sea area, and analyzes the reasons for the problems in depth. The fifth chapter introduces the methods and advanced experiences of navigation support informatization construction at home and abroad, and the sixth chapter puts forward the development strategy of navigation support informatization in the northern sea area.
