共青城市道路交通智能化建设研究

【摘要】:在改革开放不断深入的大背景下,我国城市化进程也在不断加快。知识分子和农村劳动力从上世纪80年代开始大量涌入城市,城市人口数量迅猛增加,与此同时,城市道路交通与迅猛增加的城市人口出行需求之间的矛盾日渐突出。他们出行所需的车辆拥堵问题一直以来困惑着各级管理者,探索有效的破解交通拥堵的难题被顶层设计者所重视。随着创新、转型渗透各个领域,道路交通业也开始输入了一些革命性的理念,在国家的顶层设计中,一些专家提出了比如建设智慧城市、海绵城市的新理念,并在一些城市试点,取得了一定的成效。在这些新理念里面,新科技运用在城市道路交通管理方面,给管理者带来了诸多的便捷,比如非现场处罚系统的建设,人们在指挥中心就可以对城市道路交通实时现状了如指掌,从一线管理解放很多警力出来,交通管理得到很大的优化。根本而言,城市交通管理的信息化智能化系统实际上属于智慧城市建设中的重要组成部分-“智能交通”,其依靠先进的交通流量检测技术、智能交通信号控制技术、交通诱导技术、超高清远距离道路监控技术、智能停车技术以及非现场处罚系统等人工智能系统,最终在后台依托云存储技术形成大数据,通过对大数据的分析,从中得出一条实际可行的方法,对城市道路交通展开一体化的管理,从而缓解城市交通压力,为居民创造更为便捷的交通环境。就江西省共青城市来说,它是一座县级市,自2016年下半年把它划入赣江新区的一部分后,发展迅猛,先后9所大学落户该市,人口激增,道路交通的压力也随之增加。几万学生的涌入,意味着他们的家庭也随之而来,他们出行的机动车流量给现有的道路交通带来了巨大压力,交通管理部门面临着新的挑战。在没有足够的管理人员的情况下,共青城市的领导者急需寻求一条充分有效地优化交通环境的方法来改善这种矛盾。他们开始着手向智能化方向发展,并开始逐步对城市的主要道路进行智能化改造。然而,一般在县级城市做智能化交通系统建设是相当困难的,普遍存在“四大症结”,即:政策症结、资本症结、技术症结以及意识症结。共青城智能化交通系统的建设同样也不例外。一些高端技术人才都流向了经济发达的北上广地区,从而造成县级城市面临着来自技术、管理、信息安全等多方面的人才短板,加上顶层的阳光雨露到了县级城市都已经变得少之又少,特别是资金的短缺,一直困惑着县级城市的领导班子。在这样的情况下,共青城市要想推动智能化交通系统的建设,就必须重视并解决这些问题,在实践中寻找合适的应对措施,切实维护交通运输系统的稳定运转,减少交通事故的发生。基于此,本文将以江西省共青城市的道路交通作为研究对象,采取定性分析与定量分析相结合的研究方法,从城市道路交通管理的现状入手,总结出共青城市道路交通管理中存在的主要问题,并从政府管理、经济调控等视角深入剖析造成这些问题的根本原因。并充分结合共青城市的发展实况,提出针对性的优化建议,为共青城市道路的智能化交通建设与应用提供实践参考,推动共青城市道路交通管理水平的持续提高。同时,也为我国其他地区的道路智能化交通建设提供借鉴。
[Abstract]:In the context of the deepening of reform and opening up, the process of urbanization in China has also been accelerating. Intellectuals and rural labor began to pour into cities in a large number of cities since the 80s of last century. The number of urban population has increased rapidly. At the same time, the contradiction between urban road traffic and the rapid increase of urban people's travel demand has become increasingly prominent. The problem of traffic congestion required has been puzzled by managers at all levels. The problem of exploring effective traffic congestion has been paid attention to by the top layer designers. With innovation, the transformation and infiltration of various fields, the road traffic industry has also begun to enter some revolutionary ideas. In the top level design of the country, some experts put forward such ideas as construction intelligence. In these new ideas, the new technology is used in urban road traffic management, which brings a lot of convenience to the managers, such as the construction of the non field punishment system, and people in the command center can make the real time of urban road traffic. In fact, the information intelligent system of urban traffic management is in fact an important part of the construction of Intelligent City, "intelligent traffic", which relies on advanced traffic flow measurement technology, intelligent traffic signal control technology and traffic. Induction technology, ultra high definition remote road monitoring technology, intelligent parking technology and non field punishment system, such as artificial intelligence system, finally relying on the background of cloud storage technology to form large data, through the analysis of large data, from the analysis of a practical and feasible method, the urban road traffic integrated management, thus alleviating the city The city traffic pressure will create more convenient traffic environment for the residents. For the city of Jiangxi Province, it is a county-level city. Since the second half of 2016, it was put into a part of the New District of Ganjiang River. After the rapid development, 9 universities have settled in the city, the population is increasing, the pressure of road traffic is also increasing. As their families come along, the traffic flow of their vehicles has brought great pressure to the existing road traffic, and the traffic management department faces new challenges. In the absence of sufficient managers, the leaders of the Communist Youth cities are in urgent need of a way to improve the traffic environment fully and effectively to improve this contradiction. It begins to develop to the direction of intelligence, and begins to carry out the intelligent transformation of the main road of the city. However, it is quite difficult to build intelligent transportation system in county-level cities. There are four major crux, that is, the crux of policy, the crux of capital, the crux of skill and the crux of consciousness. The construction is also no exception. Some high-end technical personnel have been flowing into the economically developed North and wide areas, thus causing county-level cities to face the short board of talents from technology, management, information security and so on. With the sunshine and rain on the top level, the county-level cities have become less and less, especially the shortage of funds, which has been puzzled. In this case, in this case, if the Communist Youth City wants to promote the construction of intelligent transportation system, it is necessary to pay attention to and solve these problems, to find appropriate measures in practice, to maintain the stable operation of the transportation system and to reduce the occurrence of traffic accidents. Based on this, this paper will take the Communist Youth City of Jiangxi province. As the research object, the city road traffic is studied by combining qualitative analysis and quantitative analysis. Starting with the current situation of urban road traffic management, this paper summarizes the main problems in the road traffic management of the Communist green city, and analyzes the fundamental causes of these problems from the perspective of government management and economic regulation and control. Combined with the development of the city of the Communist Youth City, this paper puts forward the pertinent optimization suggestions to provide practical reference for the intelligent traffic construction and application of the road in the Communist green city, and promote the continuous improvement of the road traffic management level in the Communist green city. At the same time, it also provides reference for the road intelligent traffic construction in other areas of our country.
