广州港X港区二期码头规划研究

【摘要】:《珠江三角洲地区改革发展规划纲要》明确提出广州港未来的发展重点,广州要强化国家中心城市地位。由于港口及港口经济在国家中心城市中的功能地位,建设国际航运中心将是广州建设国家中心城市的基本功能和任务之一。市委、市政府明确提出广州港下一步的目标是:大力发展现代航运服务业和港口现代物流业,努力建设与国家中心城市相匹配的,与香港错位发展的国际航运中心。广州市委、市政府从建设广州现代化中心城市的战略高度出发,积极推进“三大港”的建设。为了建设广州市现代化深水港,广州港的发展规划主要思路是通过建设和改造,调整港口功能布局,改革管理体制,建立现代企业制度,把生产经营全面推向市场,积极参与竞争,重点大力提高适应市场要求的吞吐能力,加大港口科技投入和信息化建设力度,建立港口国际情报信息网络中心,积极推进港区物流园区的建设,形成港口功能、布局和运输能力适应国民经济发展,装卸技术工艺先进、高效优质服务的现代化、国际化、信息化的综合性港口。 广州港X港区濒临南海,座落在狮子洋畔,地处东莞,紧靠广州,西望莲花山,与广州经济技术开发区、高新技术开发区和保税区一衣带水,X港一期工程已建成10个3.5万吨级以上的深水泊位,为迎合华南经济加速发展之需求,X港区预留超过30个深水泊位的发展空间。目前10个泊位包括煤矿泊位三个,,集装箱泊位三个,散粮泊位一个,汽车滚装码头一个,杂物和通用泊位共两个,采用的机械设备为目前国内、国际最先进。 本文研究的工作主要分为二个部分:第一,通过对X港的现状以后港口发展的规模进行分析,指出当前港口码头的问题所在;第二,结合过去X港实际吞吐量和经济腹地对港口资源的需求,运用数学模型对X港吞吐量发展趋势进行分析和预测。在考虑X港现有码头的最大生产能力和X港口资源如何合理利用的前提下,研究X港码头二期的建设规划,另外通过对广州港的自然条件包括气象、风、流、雨雾、波浪等,航道水深、锚地、装卸工艺等进行分析,保证论文的研究对X港的持续发展具有现实的指导作用。
[Abstract]:The outline of the Plan for Reform and Development in the Pearl River Delta region clearly puts forward the key points for the future development of Guangzhou Port, and Guangzhou should strengthen its status as a national central city. Due to the function of port and port economy in the national central city, the construction of international shipping center will be one of the basic functions and tasks for Guangzhou to build a national central city. The municipal party committee and the municipal government clearly pointed out that the next goal of Guangzhou port is to vigorously develop modern shipping service industry and port modern logistics industry, and strive to build an international shipping center that matches the national central city and displaces the development of Hong Kong. Guangzhou Municipal Party Committee and Municipal Government actively promote the construction of the "three major ports" from the strategic height of the construction of Guangzhou's modern central city. In order to build a modern deep-water port in Guangzhou, the main ideas of the development plan of Guangzhou Port are to adjust the distribution of port functions, reform the management system, establish a modern enterprise system, and bring production and management to the market in an all-round way through construction and transformation. To actively participate in the competition, to focus on improving the capacity to cope with market demands, to increase the investment in port science and technology and the construction of information technology, to establish a port international information network center, and to actively promote the construction of logistics parks in port areas, A comprehensive port with port function, layout and transportation capacity adapted to the development of national economy, advanced loading and unloading technology, modernization of high efficiency and high quality service, internationalization and information technology is formed. Guangzhou Port X near the South China Sea, is located in the Lion Ocean, is located in Dongguan, close to Guangzhou, West Wang Lianhua Mountain, and Guangzhou Economic and technological Development Zone, Ten deep-water berths with more than 35,000 tonnage have been built in the first phase of the project in the New and High-tech Development Zone and bonded area, and more than 30 deep-water berths have been reserved for the rapid economic development of South China and more than 30 deep-water berths have been reserved for the development of the Port X. At present, 10 berths include three berths for coal mines, three berths for containers, one berth for bulk grain, one for vehicle ro / ro dock, two for sundries and general berths, and the mechanical equipment used is the most advanced at home and abroad. The work of this paper is mainly divided into two parts: first, through the analysis of the scale of port development after the status quo of Port X, pointing out the problems of the current port terminal; second, Combined with the past actual throughput of Port X and the demand for port resources in the economic hinterland, the development trend of the throughput of Port X is analyzed and forecasted by using mathematical model. On the premise of considering the maximum production capacity of the existing port X port and how to make rational use of the X port resources, the construction planning of the second phase of the port X port is studied. In addition, the natural conditions of Guangzhou Port include weather, wind, current, rain and fog, waves and so on. The analysis of waterway depth, Anchorage, loading and unloading technology ensures that the research of this paper has a practical guiding effect on the sustainable development of Port X.
