基于广义DEA方法的航运公司安全投入与风险分析

【摘要】：安全投入是航运公司做好安全管理工作的基础,是航运公司保证船舶安全、人员健康、避免污染海域环境的重要保障。航运公司在管理人员配备和安全费用等方面的安全投入不足,使得航运公司所管理船舶的事故和滞留等风险都有所上升,实践证明航运公司的安全投入与安全风险存在“此消彼长”的反比例关系。目前我国航运市场处于严重的供大于求的局面,航运公司经营困难,普遍存在安全投入不足的现象,给我国水上安全形势的稳定构成了重大威胁。航运公司安全管理已经成为海事安全管理工作中的一项重要的源头性工作之一,而且在海事安全管理工作占据越来越重要的地位,但海事主管机关对航运公司实施安全监督管理的法律依据层次低,配套规定不够完善,特别是对航运公司安全投入的监管缺乏有效的监管手段。本文通过对航运公司的安全投入与安全风险的现状进行综合分析,以航运公司岸基安全管理体系内人员总数、岸基具有船长／轮机长资质的专业管理人数、公司自有船员数量、安全管理费用总支出、人员激励及培训费用等作为航运公司安全管理的输入指标；以航运公司所管理船舶总艘数、船舶安全检查滞留艘次、安全管理体系审核发现的严重不符合数、海事行政处罚次数、船舶发生水上交通／污染事故数等作为安全管理的输出指标,运用超效率数据包络分析模型对江苏地区30家样本航运公司的安全投入与安全风险数据进行评价,确定航运公司安全投入的效率以及公司安全风险分布情况,进而推动这些航运公司加大安全投入和改进安全管理,从根本上改善我国的水上安全形势。同时,也为海事主管机关实施差别化管理提供依据,增强海事主管机关安全监管的针对性。
[Abstract]:Safety investment is the basis for shipping companies to do safety management, is an important guarantee for shipping companies to ensure the safety of ships, the health of personnel, and avoid pollution of the sea environment. The lack of safety investment from shipping companies in terms of management staffing and safety costs has increased the risks of accidents and detention of ships managed by shipping companies. Practice has proved that the safety investment and safety risk of shipping companies are inversely proportional to each other. At present, China's shipping market is in a serious situation of oversupply, shipping companies are difficult to operate, and the phenomenon of insufficient safety investment generally exists, which poses a great threat to the stability of the water safety situation in our country. The safety management of shipping company has become one of the important source work in maritime safety management, and it occupies a more and more important position in the maritime safety management work. However, the legal basis for maritime authorities to carry out safety supervision and management of shipping companies is low, and the supporting regulations are not perfect, especially the supervision of shipping companies' safety investment lacks effective means of supervision. Based on the comprehensive analysis of the safety investment and safety risk of shipping companies, this paper makes a comprehensive analysis of the total number of personnel in the shipping company's shore-based safety management system, the number of professional managers with the qualification of captain / chief engineer, and the number of the company's own crew members. The total cost of safety management, staff incentive and training cost are taken as the input index of the safety management of shipping company, and the total number of ships managed by the shipping company is taken as the number of ships, and the ship's safety inspection is delayed. The number of serious nonconformities found in the audit of the safety management system, the number of maritime administrative penalties, the number of waterborne traffic / pollution accidents occurring on ships, etc., are the output indicators of safety management, The safety input and safety risk data of 30 sample shipping companies in Jiangsu are evaluated by using super-efficiency data envelopment analysis model, and the efficiency of safety investment and the distribution of safety risk of shipping companies are determined. Furthermore, these shipping companies are urged to increase safety investment and improve safety management, so as to fundamentally improve the water safety situation in China. At the same time, it also provides basis for maritime authorities to implement differential management, and strengthens the pertinence of maritime authorities' safety supervision.
