轨道交通建设安全管理有效性研究

【摘要】:轨道交通作为城市重要基础设施,为解决城市交通问题做出了巨大贡献。然而,轨道交通行业长期以来一直事故不断,而且一旦发生事故,造成的人员伤亡和财产损失则极为重大。通过对轨道交通建设事故的调查研究可以发现,绝大部分事故是发生在建设工程项目上,而且在对事故原因的调查中发现,事故原因大多都是由于施工企业或项目安全管理的缺陷或管理不到位,企业安全管理和项目安全管理严重脱节所造成的。因此,为从根本上改善我国轨道交通建设工程项目安全管理水平,有必要对轨道交通建设工程项目安全管理有效性开展研究。 论文从建设工程项目安全管理理论方法入手,介绍了建筑伤亡事故致因理论,以及发达国家在建设工程项目安全管理方面的经验。通过对农民工安全教育情况调查,走访行业主管部门、建设项目业主和施工企业,全面梳理出目前我国轨道交通建设安全管理存在的问题,以及影响轨道交通建设项目安全管理有效性的13个因素。通过设计调研问卷,对相关部门和企业安全负责人进行调研,采用因子分析法对调研结果进行分析处理,将13个影响因素分成3类,并得出不同因素的重要度排序,得出安全管理有效性的测算公式。通过对9家企业在建和已完工项目进行管理措施实施情况问卷调查,应用测算公式,计算得到其安全管理措施总得分,,并与项目近几年内发生险情次数进行曲线拟合,从而验证安全管理措施有效性。最后,结合现状调研及分析结论,提出加强政府监督管理、强化轨道交通建设单位的安全责任、落实施工安全标准、建设优良的安全文化、加强前期阶段安全管理等方面提出相关的建议。 以往研究安全管理有效性的成果多集中在海运、航空、交通等领域,专门针对轨道交通建设工程的较欠缺。本文全面分析了影响轨道交通工程项目安全管理效果的因素,引入因子分析法,对影响因素进行分析,得出因素的重要度。本文的研究结论可为相关部门制定安全管理措施、提高轨道交通建设工程安全管理效果提供参考。
[Abstract]:As an important urban infrastructure, rail transit has made great contribution to solving urban traffic problems. However, rail transit industry has been accident for a long time, and once an accident occurs, the casualties and property losses are extremely significant. Through the investigation and study of rail transit construction accidents, it can be found that most of the accidents occur on construction projects, and in the investigation of the causes of the accidents, Most of the accidents are caused by the defects of the safety management of the construction enterprise or the project, and the serious disconnection between the safety management of the enterprise and the safety management of the project. Therefore, in order to fundamentally improve the safety management level of rail transit construction projects in China, it is necessary to study the effectiveness of safety management in rail transit construction projects. Starting with the theory and method of construction project safety management, this paper introduces the theory of the cause of building casualty and the experience of the developed countries in the field of construction project safety management. By investigating the safety education situation of migrant workers, visiting the competent departments of the industry, building project owners and construction enterprises, comprehensively sorting out the existing problems in the safety management of rail transit construction in China, And the 13 factors that affect the safety management effectiveness of rail transit construction project. Through the design of the questionnaire, the relevant departments and enterprise security officials were investigated, the results of the investigation were analyzed and processed by factor analysis, 13 factors were divided into three categories, and the importance of different factors was ranked. The calculation formula of the effectiveness of safety management is obtained. Based on the questionnaire survey on the implementation of management measures for 9 enterprises under construction and completed projects, the total score of safety management measures is calculated by applying the calculation formula, and the curve fitting is carried out with the number of times of risk situation occurring in the project in recent years. In order to verify the effectiveness of safety management measures. Finally, based on the investigation and analysis of the present situation, it is proposed to strengthen the supervision and management of the government, strengthen the safety responsibility of rail transit construction units, implement the construction safety standards, and build a good safety culture. To strengthen the early stage of safety management and other aspects of the relevant recommendations. In the past, the research on the effectiveness of safety management focused on marine, aviation, traffic and other fields, especially for rail transit construction projects. In this paper, the factors influencing the safety management effect of rail transit project are analyzed. The factor analysis method is introduced to analyze the influencing factors and the importance of the factors is obtained. The conclusion of this paper can provide reference for relevant departments to formulate safety management measures and improve the safety management effect of rail transit construction project.
