中山市主城区交通拥堵治理对策分析

【摘要】:随着中山市经济的快速发展,中山主城区范围的不断扩大,以及城镇化的步伐不断加快,催生了机动车尤其是小汽车的急剧增长,对中山主城区的交通带来了极大的压力。中山主城区正面临着交通拥堵及其带来的经济、社会、环境等问题。针对交通拥堵的治理问题,许多学者已从不同角度、不同领域开展了理论研究。本文从中山主城区的实际出发,结合国内外先进研究成果及治堵经验,对中山市主城区治堵提出了一些对策建议,其主要内容如下: 首先,论文阐述了与治堵相关的两个理论体系,即TOD(“以公共交通为导向”的开发模式)以及经营城市理念,以此作为后文分析的理论基础。 随后,论文介绍了中山市主城区的城市现状及机动车现状,并对未来机动车保有量进行了科学预测,为接下来的理论分析及对策提供了可靠的数据支持。 然后,论文从宏观与微观两方面对中山市主城区的交通拥堵原因进行了深入分析研究。从宏观层面说,造成拥堵的主因是主城区无序扩张、土地开发不合理、国家汽车消费政策导向等;微观原因是交通管理水平较低、公共交通不尽完善、融资渠道单一、建设资金不足等。 最后,在对拥堵原因分析的基础上,论文提出了中山市主城区交通拥堵的综合治理对策:一是统筹规划,制定城市交通发展战略;二是建立综合交通协调机制;三是引入经营城市模式,拓宽融资渠道;四是实施具体的综合交通整治措施。本论文强调,交通拥堵问题是综合性问题,只有多措并举,才能起到理想的治理效果。
[Abstract]:With the rapid development of Zhongshan city economy, the expansion of Zhongshan main urban area and the acceleration of urbanization, the rapid growth of motor vehicles, especially cars, has brought great pressure to the traffic in Zhongshan main urban area. The main urban area of Zhongshan is facing traffic jam and its economic, social and environmental problems. To deal with the problem of traffic congestion, many scholars have carried out theoretical research from different angles and fields. Based on the reality of Zhongshan main urban area, combined with the domestic and foreign advanced research results and plugging experience, this paper puts forward some countermeasures and suggestions for the main urban area of Zhongshan City. The main contents are as follows: First of all, the paper expounds two theoretical systems related to governance and plugging, that is, Tode (the development mode of "public transportation oriented") and the concept of urban management, which is the theoretical basis of the later analysis. Then, the paper introduces the present situation of city and motor vehicle in Zhongshan City, and makes scientific prediction of the future number of motor vehicles, which provides reliable data support for the following theoretical analysis and countermeasures. Then, the paper analyzes the traffic congestion in Zhongshan City from macro and micro aspects. On the macro level, the main causes of congestion are the disorderly expansion of the main urban area, the unreasonable land development, the orientation of the national automobile consumption policy, etc. The microcosmic reasons are that the traffic management level is low, the public transportation is not perfect, the financing channel is single, and so on. Lack of funds for construction, etc. Finally, on the basis of analyzing the causes of traffic congestion, the paper puts forward the comprehensive control measures of traffic congestion in the main urban areas of Zhongshan City: first, planning as a whole, formulating the urban traffic development strategy; second, establishing a comprehensive traffic coordination mechanism; The third is to introduce the mode of urban management and widen the financing channels, and the fourth is to carry out concrete comprehensive traffic regulation measures. This paper emphasizes that traffic congestion is a comprehensive problem.
