天津中心渔港5000吨级码头工程项目成本管理研究

【摘要】:为促进全国主体功能区规划建设,进一步提升环渤海地区的综合经济实力,相关政策规划以天津作为北方经济中心,重点发展滨海新区等条件较好地区,大力发挥其在改革开放中先行先试的重要作用。在国家倡导发展海洋经济的背景下,天津充分利用其得天独厚的地理优势和海洋资源,依靠广大的经济腹地,以打造国际港口城市为目标,在滨海新区的城市发展规划中将天津中心渔港作为市规划建设布署的“十大战役”之一。5000吨级码头工程作为天津渔港项目的子项目,建设对于提高港口的吞吐量和促进中心渔港的多元化发展起着重要性作用。 在工程项目建设中,成本管理是项目管理的关键性环节之一。随着国际市场的日益融合和行业参与者的日益增多,施工企业面临着竞争激烈、平均利润下降的市场形势,,因而加强项目成本管理有助于提升其整体工程管理水平、增加其成本控制,提高企业利润。 本文的研究对象是天津中心渔港5000吨级码头工程的项目成本管理。文章通过文献分析方法,对过往研究进行了梳理。由于成本控制项目成本管理是一项系统工程,本文基于过程管理理论提出了项目成本管理的新方法,即将成本管理理念应用于工程项目管理的各个阶段,除了关注施工阶段与项目后期的成本管理外,还将论述范围拓展到了成本管理的源头——决策阶段、设计阶段、投标和合同签订阶段,对成本概算、成本估算、成本预算、成本控制到成本结算各环节均进行了分析,并提出了该项目的改进措施。
[Abstract]:In order to promote the planning and construction of the main functional areas of the whole country and further enhance the comprehensive economic strength of the Bohai Rim region, the relevant policy plans take Tianjin as the economic center of the north, and focus on the development of Binhai New area and other favorable areas. Give full play to its in the reform and opening up in the first trial of the important role. In the context of national advocacy for the development of marine economy, Tianjin has made full use of its unique geographical advantages and marine resources, relying on the vast economic hinterland, with the goal of building an international port city. In the urban development planning of Binhai New area, Tianjin Central Fishery Port is regarded as a sub-project of Tianjin Fishery Port Project as one of the ten "ten battles" deployed in the city planning and construction. Construction plays an important role in improving port throughput and promoting diversified development of central fishing ports. In project construction, cost management is one of the key links of project management. With the increasing integration of the international market and the increasing number of industry participants, construction enterprises are facing the market situation of fierce competition and declining average profit. Therefore, strengthening project cost management is helpful to improve its overall engineering management level. Increase its cost control, improve corporate profits. The research object of this paper is the project cost management of Tianjin central fishing port 5000 ton wharf project. Through the method of literature analysis, the article combs the past research. Because cost control project cost management is a system engineering, this paper puts forward a new method of project cost management based on process management theory, that is, cost management concept is applied to every stage of project management. In addition to paying attention to the cost management in the construction phase and the later stage of the project, the scope of the discussion has also been extended to the source stage of cost management-the decision-making stage, the design stage, the bidding stage, the contract signing stage, the cost estimate, the cost estimation, the cost budget, All links from cost control to cost settlement are analyzed, and the improvement measures are put forward.
