广西内河水上搜救公共服务多元化研究

【摘要】：水上搜救是各级政府的一项公益性职能,水上搜救工作开展的好坏,直接影响着政府的形象和航运经济的发展。广西内河地域宽广,各个区域的水上交通运输生产状况各不相同,水上搜救工作的业务需求、开展难易也各有不同,而由于历史原因,广西内河水上搜救一直以都是处于较为落后的状态,经费、人员、设备都严重不足,在一定程度上影响了水上搜救工作的开展,如再不改进将可能直接影响广西水运乃至社会经济的发展。因此,很有必要进一步深入研究如何更好地做好广西内河水上搜救工作作为有限政府,不可能、也不必要实行全区统一的专业救助模式,公共服务社会化是弥补政府公共管理职能的有效途径。本文对当前水上突发事件的搜救处置现状进行了调查分析,进一步查找当前内河水上突发事件水上搜助深层次的问题,找出其中制约因素；再从公共管理学视角分析和解决内河水上突发事件的处理问题,分析在建设服务型政府、责任政府和有限政府中,探讨实行公共服务提供社会化的可行性。本文结合广西各个不同地区内河运输存在区域性差异化发展的特色,在充分吸收国内外水上搜救的成功经验基础上,适当运用上述理论,提出广西内河辖区多元化水上搜救公共服务多元化发展的构想,即以建立“政府领导为主导、多种社会力量为主体、部门履责为保障、全社会参与为补充”为指导思想,根据各个区域的特色和需求,各个不同地区水运发展特色的水上搜救公共服务多元化发展,以做到既合理使用政府财力,又充分发挥社会力量的作用,化解当前广西内河水上突发事件的搜救能力不足的难题,做到履责、服务生产发展两不误。
[Abstract]:Water search and rescue is a public welfare function of governments at all levels. The quality of water search and rescue work has a direct impact on the image of the government and the development of shipping economy. Guangxi has a wide area of inland rivers, and the production conditions of water transportation and transportation vary from region to region. The operational requirements for water search and rescue work and the difficulty of carrying out water search and rescue work are also different. However, due to historical reasons, Guangxi inland river water search and rescue has always been in a relatively backward state. Funds, personnel and equipment are seriously inadequate, which to a certain extent has affected the development of water search and rescue work. If no improvement will likely directly affect the development of Guangxi water transportation and even social economy. Therefore, it is necessary to further study in depth how to do better the search and rescue work on the inland rivers in Guangxi. As a limited government, it is impossible and unnecessary to implement a unified professional rescue model for the whole region. The socialization of public service is an effective way to make up for the function of government public management. This paper investigates and analyzes the current situation of search and rescue and disposal of water emergencies, further finds out the deep problems of water search and assistance in inland water emergencies, and finds out the restrictive factors. From the perspective of public management, this paper analyzes and solves the problem of dealing with inland water emergencies, and discusses the feasibility of socialization of public service provision in the construction of service-oriented government, responsible government and limited government. Based on the characteristics of regional differentiation and development of inland river transportation in different regions of Guangxi, and on the basis of fully absorbing the successful experience of domestic and foreign water search and rescue, this paper applies the above theory appropriately. This paper puts forward the conception of diversified development of public service of water search and rescue in Guangxi inland river area, that is, to establish the guiding ideology of "leading by government, taking various social forces as the main body, ensuring the responsibility of the department, and supplementing the whole society". According to the characteristics and needs of various regions, the public services of maritime search and rescue with the characteristics of waterborne development in different regions have diversified development in order to make rational use of government financial resources and to give full play to the role of social forces. To solve the problem of insufficient search and rescue ability of Guangxi inland water emergency, to fulfill the responsibility, service production and development.
