民用运输机场项目邻避风险管理研究

【摘要】:随着我国经济的互融互通逐步深入,人民生活水平不断提高,大众对于出行方式有了更高的要求。航空出行方式以其便捷性和舒适性逐步成为民众的优先选择。当前,国内的运输机场主要集中在重点城市,数量也相对较少,远远不能满足航空便捷出行的需求。为解决这一矛盾,国家交通运输部民用航空局和各级地方政府规划建设大量运输机场,比如北京新机场、成都天府机场等一批重点机场建设项目已如火如荼展开。然而,民用运输机场属于典型的“邻避设施”建设项目,即“不要建在我家后院的项目”,在推动区域经济发展和便捷民众出行的同时,这种项目可能会给周边生态环境和居民生活带来一定的负面影响,比如环境污染、噪音污染等,容易引发周边居民的不满,情绪激化时甚至可能爆发群体性事件,导致项目建设受阻、停工甚至取消。目前关于“邻避”课题的研究主要集中在“邻避设施”的定义、“邻避心理”和“邻避情结”的形成等方面,但针对邻避风险的防控研究,特别是针对民用运输机场邻避风险的防控研究相对较少,这对企业实际的工程项目管理难以形成有效指导和借鉴。综合上述分析,本文以机场项目管理的需求为切入点,将研究重点集中在国有企业建设和运营民用运输机场时防控邻避风险这一方向,以规避民用运输机场建设及运营时可能面临的邻避风险。本文首先对当前民用运输机场的现状及发展规划、邻避风险的概念进行了介绍,阐明国有企业在建设和运营民用运输机场时防控邻避风险的必要性和意义;其次,本文通过研究项目风险管理理论,分析国内近年来邻避型群体事件发生的原因与规律,识别可能导致民用运输机场建设和运营中发生邻避型群体事件的风险源,构建了“基于环评的风险评估体系”和“基于层次分析法的风险评估体系”的组合评估模型,提出了合理防控民用运输机场邻避风险的措施;最后,本文以成都天府机场项目为研究案例,验证了邻避风险组合评估模型及相关防控措施的可行性及合理性。本文的研究成果可对民用运输机场建设和运营的相关决策者提供直接的参考意见,亦可为军用机场、通用机场以及其它邻避项目提供借鉴。
[Abstract]:With the deepening of our economy and the improvement of people's living standard, the masses have higher requirements for travel mode. Air travel mode with its convenience and comfort gradually become the first choice of people. At present, domestic transport airports are mainly concentrated in key cities, and the number is relatively small, which is far from meeting the demand of convenient air travel. To solve this contradiction, the Civil Aviation Administration of the State Ministry of Transport and local governments at all levels are planning to build a large number of transport airports, such as the new airport in Beijing and the Tianfu Airport in Chengdu, and a number of key airport construction projects have been in full swing. However, the civil transport airport is a typical "neighborhood facility" project, that is, "Don't build in my backyard." while promoting regional economic development and convenient public travel, Such projects may have a certain negative impact on the surrounding ecological environment and residents' lives, such as environmental pollution, noise pollution, and so on, which can easily lead to discontent among the surrounding residents, and may even erupt into mass incidents when the mood intensifies. As a result, the construction of the project was blocked and even cancelled. At present, the research on the topic of "neighbor avoidance" mainly focuses on the definition of "neighbor avoidance facility", the formation of "neighbor avoidance psychology" and "neighbor avoidance complex", but the study on prevention and control of adjacent avoidance risk. Especially, the research on the prevention and control of civil transportation airport adjacent risk avoidance is relatively few, which is difficult to form effective guidance and reference to the actual project management of enterprises. Based on the above analysis, this paper focuses on the direction of prevention and control of risk avoidance in the construction and operation of civil transport airport by state-owned enterprises, taking the demand of airport project management as the starting point. In order to avoid the civil transport airport construction and operation may face adjacent risk avoidance. This paper firstly introduces the present situation and development plan of civil transport airport, the concept of adjacent risk avoidance, and expounds the necessity and significance of preventing and controlling adjacent risk avoidance in the construction and operation of civil transport airport by state-owned enterprises. By studying the theory of project risk management, this paper analyzes the causes and rules of adjacent group events in China in recent years, and identifies the risk sources that may lead to the occurrence of adjacent group events in the construction and operation of civil transport airports. The combined assessment model of "risk assessment system based on environmental impact assessment" and "risk assessment system based on AHP" is constructed, and the measures to prevent and control the risk avoidance of civil transportation airport are put forward. Taking Chengdu Tianfu Airport Project as a case study, this paper verifies the feasibility and rationality of adjacent risk avoidance combination assessment model and related prevention and control measures. The research results of this paper can provide direct reference for the decision makers of civil transportation airport construction and operation, as well as for military airports, general airports and other neighboring projects.
