保税物流战略联盟博弈与实现途径研究

【摘要】:自1990年保税区设立以来,我国已形成“以保税港区和综合保税区为龙头、以保税物流园区、保税物流中心、保税区为枢纽,以保税仓和出口监管仓为基础”的多元化、多层次的保税物流体系。然而保税物流也在发展过程中凸现出了一些问题。同一区域内保税物流区(各海关监管区或场所)密度过高,功能重叠,导致大量资源浪费和相互竞争;保税物流集群中的物流企业功能分散、规模较小,不能够提供一体化的综合性保税物流解决方案。这严重了影响了我国保税物流跨区域的国际化运作要求。因此有必要加强我国保税物流的战略联盟合作,实现规模化、网络化运营。 本文在对我国保税物流体系、业务运作模式及管理结构的研究基础上,依据物流网络理论,指出保税物流战略联盟包含两个重要的维度:保税物流集聚下的保税物流企业战略联盟和以保税物流区为核心的横向一体化战略联盟,即保税物流区战略联盟。并通过建立伯特兰德寡头博弈模型,,探讨了保税物流区战略联盟的必要性,指出战略联盟策略可有效的避免非合作博弈下“囚徒困境”,实现保税物流区间的资源共享和优势互补;同时,通过建立演化博弈模型,得出保税物流企业战略联盟的进化稳定策略解,在此基础上,进一步研究了保税物流企业战略联盟的收益分配问题,利用改进的Shapley值模型对物流企业联盟的利益进行了公平公正的分配。 最后,文章用实例验证了保税物流战略联盟的实现途径,指出保税物流区战略联盟的实现离不开政府的推进,行业协会在促进保税物流企业战略联盟中发挥着重要作用,同时保税物流管委会还可以通过扮演第四方物流角色、搭建开放互联的信息共享平台等方式,以促进保税物流战略联盟的形成。 本文旨在从理论研究和实际应用上促进我国保税物流联盟整合,以构建全国性的保税物流网络体系,实现全国范围内的网络化运营。
[Abstract]:Since the establishment of the bonded area in 1990, China has formed the diversification of the "bonded port area and comprehensive bonded zone as the lead, bonded logistics park, bonded logistics center, bonded area as the hub, bonded warehouse and export supervision warehouse as the basis". Multi-level bonded logistics system. However, bonded logistics also has some problems in the process of development. The high density and overlapping functions of bonded logistics areas (customs control areas or places) in the same region lead to a large amount of waste of resources and mutual competition; logistics enterprises in bonded logistics clusters have scattered functions and small scale, Can not provide integrated bonded logistics solutions. This has seriously affected our country bonded logistics cross-regional internationalization operation requirements. Therefore, it is necessary to strengthen the strategic alliance cooperation of bonded logistics in China to realize large-scale and networked operation. Based on the research of bonded logistics system, business operation mode and management structure in China, this paper bases on the theory of logistics network. It is pointed out that the strategic alliance of bonded logistics includes two important dimensions: the strategic alliance of bonded logistics enterprises under the agglomeration of bonded logistics and the horizontal integrated strategic alliance with bonded logistics area as the core, that is, the strategic alliance of bonded logistics area. Through the establishment of Bertrand oligopoly game model, this paper discusses the necessity of strategic alliance in bonded logistics area, and points out that the strategy of strategic alliance can effectively avoid "prisoner's dilemma" under non-cooperative game. At the same time, by establishing the evolutionary game model, the evolutionary stable strategy solution of the strategic alliance of bonded logistics enterprises is obtained, and on this basis, In this paper, the problem of profit distribution of the strategic alliance of bonded logistics enterprises is further studied, and a fair and just distribution of the benefits of the alliance of logistics enterprises is carried out by using the improved Shapley value model. Finally, the paper verifies the way to realize the strategic alliance of bonded logistics with examples, and points out that the realization of strategic alliance of bonded logistics area can not be achieved without the promotion of the government, and the industry association plays an important role in promoting the strategic alliance of bonded logistics enterprises. At the same time, the bonded logistics management committee can also play the role of the fourth party logistics, build an open and interconnected information sharing platform to promote the formation of bonded logistics strategic alliance. The purpose of this paper is to promote the integration of bonded logistics alliance in China through theoretical research and practical application in order to construct a nationwide bonded logistics network system and realize nationwide networked operation.
