西安国家民用航天产业产学研合作机制创新研究

【摘要】:以企业为主体、市场为导向的产学研合作是提高社会生产力和综合国力的核心战略;同时也是以全球视野谋划和推动创新,整合科技资源,深化科技体制改革,促进经济社会繁荣,推动区域发展,建设创新国家的有效形式。 本文在借鉴国内外产学研合作的研究成果的基础上,以西安国家民用航天产业基地产学研合作为研究对象,对航天产业基地产学研合作现状调查研究,描述了航天产业基地产学研合作现状及其发生的特点。总体来看,航天产业基地产学研合作基础良好,科技投入总量不断增加,企业逐渐成为产学研合作技术创新的投入主体,政府引导产学研结合的投资环境不断改善,产学研合作的形式多样。但航天产业基地军民融合的范围还比较窄,层次低,融合程度还很有限;企业对产学研的认识与动力还显不足;各创新主体之间的紧密联系和有效互动较差,,未形成良好的利益共生,长期有效的产学研合作关系等问题。 本文从动力机制、管理机制、利益分配机制、投资融资机制、风险机制、政策支持等方面对航天产业基地产学研结合的制约因素进行了重点分析,认为制约航天基地产学研合作的主要障碍在于未形成促进长效合作机制,各参与主体间存在目标利益偏差,构建了产、学、研三方合作创新的稳定性,描述了建立产学研合作长期、稳定合作关系的基本条件。 最后,本文站在全局高度,探索西安航天产业基地产学研结合机制创新路径,提出通过产学研合作平台建设,完善产学研合作长效机制、培育产学研合作良性循环机制、完善产学研合作知识保护机制,为航天基地产学研合作创造条件,从企业层面、高校层面、地方政府层面对建立适用于航天基地长效稳定产学研合作关系提出了对策建议。
[Abstract]:Enterprise-oriented, market-oriented industry-university-research cooperation is the core strategy to improve social productivity and comprehensive national strength, and also to plan and promote innovation, integrate scientific and technological resources, and deepen the reform of the scientific and technological system from a global perspective. Promote economic and social prosperity, promote regional development, and build innovative forms of state. Based on the research results of industry, college and research cooperation at home and abroad, this paper investigates the present situation of industry, education and research cooperation in Xi'an National Civil Space Industry Base, taking Xi'an National Civil Space Industry Base as the research object. This paper describes the present situation and characteristics of industry, university and research cooperation in aerospace industry base. In general, the aerospace industry base has a good foundation for cooperation between industry, university and research, and the total amount of scientific and technological investment is constantly increasing. Enterprises are gradually becoming the main investment bodies in the technological innovation of industry-study-research cooperation, and the investment environment leading to the integration of production, education and research has been continuously improved by the government. The forms of cooperation between industry, university and research are various. However, the scope of military-civilian integration in the aerospace industry base is still relatively narrow, the level is low, the degree of integration is still very limited; the understanding and motivation of enterprises to the industry, education and research are still insufficient; the close connection and effective interaction among the various innovation subjects are poor. Has not formed the good benefit symbiosis, the long-term effective production university and research cooperation relations and so on question. This paper mainly analyzes the restrictive factors of the combination of industry, education and research in the aerospace industry base from the aspects of power mechanism, management mechanism, benefit distribution mechanism, investment and financing mechanism, risk mechanism, policy support and so on. It is considered that the main obstacle to the cooperation of industry, university and research in aerospace base lies in the absence of a mechanism to promote long-term cooperation, the deviation of objective interests among the participants, and the construction of the stability of the cooperation and innovation among industry, learning and research. This paper describes the basic conditions for establishing a long-term and stable cooperative relationship between industry, university and research. Finally, from the overall level, this paper explores the innovative path of the integration mechanism of industry, education and research in Xi'an Aerospace Industry Base, and puts forward that through the construction of the platform of cooperation between industry, education and research, the long-term mechanism of the cooperation between industry, university and research should be perfected, and the benign cycle mechanism of the cooperation of industry, education and research will To perfect the knowledge protection mechanism of industry-university-research cooperation, to create conditions for industry-study-research cooperation in spaceflight base, and to put forward countermeasures and suggestions on establishing long-term and stable industry-study-research cooperative relationship suitable for spaceflight base from enterprise level, university level and local government level.
