四平市城乡客运一体化工作研究

【摘要】：随着社会经济的快速发展，为促进社会主义新农村的建设，国家作出了城乡一体化的重大战略决策。城乡客运一体化是城乡一体化基础条件和重要组成部分，城乡客运一体化能够满足我国社会主义市场经济发展的需求，符合管理体制改革的要求。 本文分为四个部分。首先对城乡客运一体化理论内涵以及城乡客运一体化的客观必然性和意义的进行了探讨，简要分析了当前我国城乡客运一体化发展现状及存在问题。 城乡客运一体指的是通过规划、建设和管理，把城乡之间道路客运线路、场站等资源及生产要素，形成统一的客运交通体系，通过改革管理体制和运行机制，实现城乡客运协调发展。城乡客运一体化是城乡交通资源的衔接、升级，旨在建设便捷、安全、畅通、绿色的客运网络，达到城乡之间生产要素的有效流动，城乡居民共享改革发展的成果。城乡客运一体化体系的建立，符合管理体制改革的要求，能够满足我国社会主义市场经济快速发展的需求，其发展成为一种必然。城乡客运一体化对发展农村客运、促进农村经济发展、建设社会主义新农村有着十分重要意义。本文简单总结了国内城乡客运一体化发展的现状以及城乡客运一体化的所面临的管理体制多元分割、财政资金投入不足、城乡客运政策差异等问题。 接着作者从组织实施、具体工作情况、工作成果等几方面对四平市城乡客运发展现状进行了分析。四平市的客运城乡一体化采取了具体实施措施：引导经营者投放适合农村客运的车型；引导客运企业实行信集约化经营；加快了乡镇路网建设步伐。在具体工作中进行了农村客运市场调查及宣传、制定相关方案规划并落实。通过五年的一体化建设如期完成了车辆改造、城乡客运网络进一步完善，快客运输网络和农村客运网络建设和客运市场设施建设快速发展，通过分析可以看到四平市城乡客运一体化工作取得了长足的发展，但总体落后于其它发达城市。 第三部分作者对四平市推进城乡客运一体化过程中存在的问题逐一进行了分析，一是管理体制问题，二是资金问题，三是市场问题。并对其针对性采取的相对措施，即相应工作统筹进行了阐述。 随着城市化进程的逐步推进,也对城乡客运一体化的发展提出了新的更高的要求，为了更好的促进四平市城乡客运市场的发展,本文作者在最后章节提出了城乡客运一体化的实施建议,即城乡客运一体化的三个统筹和保障措施。三个统筹包括：建立”管理机构、政策法规、发展规划、经营证照、服务标准”相统一的管理体制统筹；确保建立“明确分工、行为规范、有机衔接、有序竞争”城乡客运体系的市场经营统筹；建立“城乡一体、方便高效、经济舒适”城乡客运网络体系的基础设施统筹。推进城乡客运一体化发展是一项长期而复杂的系统工作，在高度的同时，更应为城乡客运一体化发展提供相关的保障措施，包括建立完备的城乡客运一体化规划体系、制定有利于城乡客运一体化发展的法律法规体系以及实施考核评价制度体系。
