成都市轨道交通投融资模式分析

【摘要】:城市交通拥堵问题日益凸现,催生了城市轨道交通的快速发展。轨道交通建设有着工期长、投资大、盈利性差等诸多特点,这使得轨道交通建设面临着资金短缺和运营亏损两大难题。这两大难题更是制约着正处于轨道建设高峰期的中国。所以探讨和研究适合我国城市轨道建设的投融资模式,以缓解轨道建设的资金压力,从而加快建设步伐,对解决城市交通拥堵问题、加快城市建设步伐有着理论和现实的双重意义。 本文在通过对城市轨道交通概念的理解和对城市轨道交通特点的分析基础上,系统的将目前国内外城市轨道交通投融资的模式进行了整理分析。按照理论与实践相结合的原则,首先对国外几个有特色的城市轨道交通建设投融资模式进行了分析,总结出了国外几个大城市采用的投融资模式和所获得的经验;其次分析了我国北京、广州等城市,特别是香港地区投融资的方式和特点;最后重点对成都市目前轨道交通发展的现状和建设过程中采用的投融资模式进行了分析,通过已采用了BT模式的北京奥运支线和深圳5号线的分析,着重对成都地铁采取的“投融资+设计施工总承包+回报”建设模式进行了探讨。论文最后,根据目前成都市轨道交通建设投融资工作现状提出了其中存在的问题并针对问题从政策、管理、操作等各方面提出了自己的建议。
[Abstract]:The problem of urban traffic congestion is becoming more and more prominent, which leads to the rapid development of urban rail transit. The construction of rail transit has many characteristics, such as long construction period, large investment, poor profitability and so on, which makes the construction of rail transit face two major problems: capital shortage and operation loss. These two major problems are restricting the peak of track construction in China. Therefore, to explore and study the investment and financing mode suitable for the urban rail construction in China, in order to alleviate the financial pressure of the track construction, so as to accelerate the pace of construction and solve the problem of urban traffic congestion. Speeding up the pace of urban construction has both theoretical and practical significance. Based on the understanding of the concept of urban rail transit and the analysis of the characteristics of urban rail transit, this paper systematically analyzes the modes of investment and financing of urban rail transit at home and abroad. According to the principle of combining theory with practice, this paper analyzes several foreign investment and financing modes of urban rail transit construction, and sums up the investment and financing modes and experiences gained in several foreign big cities. Secondly, it analyzes the mode and characteristics of investment and financing in Beijing, Guangzhou and other cities in China, especially in Hong Kong. Finally, it analyzes the present situation of rail transit development and the mode of investment and financing adopted in the construction of Chengdu. Based on the analysis of Beijing Olympic Branch Line and Shenzhen Line 5 which have adopted BT mode, this paper probes into the construction mode of Chengdu Metro, which is "the return of General contract for Investment and financing Design and Construction". Finally, according to the present situation of investment and financing of rail transit construction in Chengdu, the paper puts forward the existing problems and puts forward some suggestions from the aspects of policy, management, operation and so on.
