基于高铁时代的路局核心工种团队建设研究

【摘要】:随着科学技术的进步,铁路现代化发展的步伐越来越快,伴随着高速铁路建设的大幅展开和密集投产,动车组列车集中列装投入运营,高速铁路行车指挥系统的广泛应用,确保运输安全持续稳定成为了铁路企业必须面对的现实挑战和必须履行的应尽职责。核心工种团队作为确保运输安全稳定的骨干力量,是高铁时代确保安全持续稳定不可缺少的最重要资源,是确保铁路企业长久发展的中流砥柱。本文以北京铁路局主要行车工种队伍为研究对象,运用人力资源管理理论将主要行车工种作为北京铁路局的核心工种,并结合团队建设理念,将分属各系统的核心工种集合成核心工种团队进行整体性研究;通过采取数据统计分析的方法得出当前核心工种团队在年龄结构、学历结构、技能等级三个方面的基本情况,查找出核心工种团队建设存在的问题;通过对“十二五”期间北京铁路局建设运营规划的分析,测算出详细的核心工种需求数量,综合考虑当前人员供给状况,制定出核心工种筹备目标,并结合当前管理现状,查找影响目标实现的问题,为研究制定核心工种团队建设方案明确了方向;在上述研究分析的基础上,突出了高铁时代背景下核心工种团队的培养使用和不同工种间协作管理两条主线,通过建立长效机制入手,提出了具体的、有针对性的对策。
[Abstract]:With the progress of science and technology, the development of railway modernization is more and more rapid. With the rapid development and intensive production of high-speed railway construction, the train of EMU is concentrated and put into operation, and the train command system of high-speed railway is widely used. To ensure transportation safety and stability has become a real challenge and due responsibility that railway enterprises must face. As the backbone of ensuring the transportation safety and stability, the core work team is the most important resource to ensure the safety and stability in the high-speed railway era, and the mainstay of ensuring the long-term development of railway enterprises. This paper takes the main train workers of Beijing Railway Administration as the research object, applies the theory of human resource management to regard the main train workers as the core work of Beijing Railway Administration, and combines the concept of team building. The core types of work belonging to each system are assembled into core work teams for holistic research; by adopting the method of data statistical analysis, the basic situation of current core work teams in three aspects, namely, age structure, educational background structure and skill level, is obtained. To find out the problems existing in the construction of the core work teams; through the analysis of the construction and operation plan of the Beijing Railway Administration during the 12th Five-Year Plan period, to calculate the detailed demand for the core types of work, and to consider comprehensively the current personnel supply situation. Make out the core job preparation goal, combine the current management present situation, look for the question that affects the goal realization, have made clear the direction for the research to make the core work team construction plan; on the basis of the above research analysis, This paper highlights two main lines of cultivation and use of core work teams and cooperative management among different types of work under the background of high-speed railway era, and puts forward concrete and targeted countermeasures through the establishment of a long-term effective mechanism.
