宁夏机场人力资源规划研究

【摘要】:伴随经济全球化的发展和高新技术的运用,以及知识经济时代的到来,人力资源的重要性被越来越多的企业所认知。人力资源规划是对人力资源工作的系统思考和整体谋划,是获得充足的人力资源供给,实现企业发展目标的重要支撑和保障。所以,人力资源规划的研究对指导西部机场集团宁夏机场有限公司(以下简称“宁夏机场”)长远发展、赢得市场具有非同寻常的重要意义,必将为宁夏机场战略目标的实现提供可靠的人力资源保证,更为同行业其他企业人力资源规划设计提供参考和借鉴。 本文以国内外人力资源规划理论为指导,通过对宁夏机场人力资源现状特点分析,对宁夏机场未来几年人力资源供需进行了预测分析,并进一步设计了宁夏机场人力资源规划方案设计,提出相应的保障措施。本文首先概述了宁夏机场发展环境、发展现状,运用文献分析、调研访谈、文件分析、实地考察、数据分析等方法,对宁夏机场人力资源现状进行盘点,对宁夏机场人力资源结构、岗位设置情况、人力资源流动情况进行系统分析,并梳理了人力资源管理存在的问题和成因。其次,综合运用一元线性回归法、标杆法、经验预测法对宁夏机场2011-2015年人力资源需求进行了预测,运用马尔科夫法对宁夏机场2011-2015人力资源供给进行测算。然后,运用人力资源规划及人力资源管理理论知识设计了宁夏机场人力资源规划方案,制定了目标、思路、原则,提出了宁夏机场人力资源引进规划、培训开发规划、员工职业生涯规划以及供需平衡规划。最后,根据宁夏机场发展实际,提出了人力资源规划实施保障措施。 本文依据人力资源规划的相关理论,围绕宁夏机场发展战略,针对宁夏机场人力资源现状、问题及成因,设计合理的人力资源规划方案,提出了切实可行的实施保障措施,为我国民航机场类企业提供有益借鉴和参考,也为理论研究提供鲜活资料。
[Abstract]:With the development of economic globalization and the application of high and new technology, as well as the arrival of the era of knowledge economy, the importance of human resources has been recognized by more and more enterprises. Human resource planning is the systematic thinking and overall planning of human resource work, and it is an important support and guarantee to obtain sufficient supply of human resources and realize the goal of enterprise development. Therefore, the study of human resource planning is of great significance in guiding the long-term development of Ningxia Airport Co., Ltd. (hereinafter referred to as Ningxia Airport) and winning the market. It will provide reliable human resource guarantee for the realization of the strategic goal of Ningxia Airport, and also provide reference and reference for the planning and design of human resources of other enterprises in the same industry. Guided by the theory of human resource planning at home and abroad, this paper analyzes the present situation of human resources in Ningxia Airport and forecasts the supply and demand of human resources in Ningxia Airport in the next few years. Furthermore, the human resource planning scheme of Ningxia Airport is designed, and the corresponding safeguard measures are put forward. Firstly, this paper summarizes the development environment and current situation of Ningxia airport. By using the methods of literature analysis, investigation and interview, document analysis, field investigation and data analysis, the paper makes an inventory of the present situation of human resources of Ningxia airport. This paper makes a systematic analysis of the human resource structure, post setting and human resource flow of Ningxia Airport, and combs the existing problems and causes of human resource management. Secondly, the human resource demand of Ningxia Airport from 2011 to 2015 is forecasted by using linear regression method, benchmarking method and empirical forecasting method, and the human resource supply of Ningxia Airport 2011-2015 is calculated by Markov method. Then, using the theory of human resource planning and human resource management, the paper designs the human resource planning scheme of Ningxia airport, and formulates the objectives, ideas and principles, and puts forward the human resource introduction planning and training development plan of Ningxia airport. Employee career planning and supply-demand balance planning. Finally, according to the actual development of Ningxia Airport, put forward the implementation of human resources planning safeguards. According to the relevant theories of human resource planning, this paper focuses on the development strategy of Ningxia airport, designs a reasonable human resource planning scheme, and puts forward practical and feasible measures to ensure the development of Ningxia airport human resources, aiming at the present situation, problems and causes of human resources in Ningxia airport. It provides useful reference and reference for civil aviation airport enterprises, and provides fresh materials for theoretical research.
