山航不正常航班恢复策略评估体系研究

【摘要】:民航业是我国经济社会发展重要的战略产业,近几年,我国民航业发展迅速,服务能力逐步提升,安全水平得到了显著地提高,为我国改革开放和社会主义现代化建设做出了突出贡献。但作为承担运输活动的山东航空公司来说,与日俱增的航班运输量与空域资源之间的矛盾日益突出,不正常航班时常发生,直接给航空公司带来巨大的经济损失,同时也损害了社会公众利益。因此,不正常航班恢复管理已成为山航运行控制工作中的重点。 本文主要从运行控制人员的角度,紧密结合实际运行控制环境,分析研究了不正常航班的恢复策略评估指标体系,提出了一种用以评估山航不正常航班恢复策略的方法。首先,总结分析了导致航班不正常的各种原因,并从航班取消、合并、顺延、交换飞机、调机方面系统阐述了现行运控人员的恢复策略,在此基础之上,结合实际运行控制环境,走访调查一线运行控制人员、专家及教员,确定了用以评估不正常航班策略的各项指标并建立了相应的层次结构体系,完成对山航不正常航班恢复评估指标体系的相关研究。 最后,对山航不正常航班恢复策略的评估模型展开研究,鉴于各项指标之间的相关性,采用模糊综合评判理论与专家调查法,建立了不正常航班恢复策略评估模型,并以实际运行案例完成模型的可操作性检验,实现了对运行控制人员恢复策略的有效评估。
[Abstract]:The civil aviation industry is an important strategic industry in the economic and social development of our country. In recent years, the civil aviation industry of our country has developed rapidly, the service ability has been gradually improved, and the safety level has been significantly improved. It has made outstanding contributions to China's reform, opening up and socialist modernization drive. But for Shandong Airlines, which undertakes transportation activities, the contradiction between the increasing volume of flight traffic and airspace resources is becoming increasingly prominent, and abnormal flights often occur, which directly brings huge economic losses to airlines. At the same time, it also damages the public interest. Therefore, abnormal flight recovery management has become the focus of Shan Airlines operation control work. In this paper, from the point of view of operation control personnel and in close combination with actual operation control environment, this paper analyzes and studies the evaluation index system of abnormal flight recovery strategy, and puts forward a method to evaluate the abnormal flight recovery strategy of Mountain Airlines. First of all, the paper summarizes and analyzes the various causes of abnormal flight, and from the aspects of canceling, merging, delaying, exchanging aircraft and shunting aircraft, systematically expounds the recovery strategy of the current operation control personnel, on the basis of this, Combined with the actual operation control environment, the author visited the front-line operation control personnel, experts and teachers, determined the indicators used to evaluate the abnormal flight strategy, and established the corresponding hierarchical structure system. Complete the related research on the evaluation index system of abnormal flight recovery of Mountain Airlines. Finally, the evaluation model of abnormal flight recovery strategy is studied. In view of the correlation between various indexes, the evaluation model of abnormal flight recovery strategy is established by using fuzzy comprehensive evaluation theory and expert investigation method. The operational test of the model is completed with the actual operation case, and the effective evaluation of the recovery strategy of the operation control personnel is realized.
