交叉效率和极效率DEA在港口评价中的应用研究

【摘要】:近些年来,随着全球经济一体化和中国加入世界贸易组织,中国对外贸易快速发展,港口业和航运业近些年来得到了迅猛发展。港口的运输能力得到了很大的提升。从2003年起,中国港口的货物吞吐量和集装箱吞吐量已跃居世界第一。在市场需求的强烈推动下,中国各大港口码头竞相规划,建设投资。港口的投资建设取得了很大的成就,但是也存在着港口盲目扩张、低水平重复建设等问题。因此随着港口竞争的日趋激烈,如何有效地利用资源,提升港口的运作效率,节约成本,提升港口的竞争力,已经成为港口港口管理者面对的首要问题。 本文在选取码头公司各项生产指标为投入,码头公司的年吞吐量为产出,在此基础上,对中国14个港口,将近40个公司进行绩效评价研究。在经典的DEA模型基础上,本文利用极效率DEA模型对2004-2009年间的各码头公司的绩效进行了排序,同时结合最新的2010年的数据,利用交叉效率DEA模型对码头公司的运作绩效进行更为深入的研究和排序。研究发现过去的几年中我国港口运营当中存在的资源利用不足和管理上存在的问题,而且揭示了码头公司的规模效率和所处的规模收益状态,同时为港口生产管理者提供了管理对策,得到的结果对港口经营部门有很好的借鉴意义。 本文共分为五大部分。第一部分为引言,提出研究背景、研究意义、研究内容和研究方法。第二部分为文献综述,对已有关于国外港口和中国港口绩效评价的文章进行评述,指出研究中的优点和不足。第三部分是对多种DEA模型的阐述。第四部分为方法论和数据分析的结果,并对结果的意义进行探讨。第五部分对前文中的分析结果进行总结,提出了提高中国港口码头运作绩效的对策和建议。
[Abstract]:In recent years, with the global economic integration and China's accession to the World Trade Organization, China's foreign trade has developed rapidly, and the port and shipping industries have developed rapidly in recent years. The transport capacity of the port has been greatly improved. Since 2003, China's port cargo throughput and container throughput has leapt to the first place in the world. Driven by market demand, China's major ports and terminals are competing to plan and invest in construction. Great achievements have been made in port investment construction, but there are still some problems such as blind expansion of port and repeated construction at low level. Therefore, with the increasingly fierce competition of the port, how to effectively use resources, improve the efficiency of port operation, save costs, and enhance the competitiveness of the port, has become the most important problem faced by port managers. On the basis of selecting the production index of wharf company as input and the annual throughput of wharf company as the output, this paper studies the performance evaluation of 14 ports and nearly 40 companies in China. Based on the classical DEA model, this paper uses the DEA model of extreme efficiency to rank the performance of the wharf companies from 2004 to 2009, and combines the latest data from 2010. The cross-efficiency DEA model is used to study the performance of wharf company. The study found that in the past few years, the resource utilization and management problems existed in the port operation of our country, and also revealed the scale efficiency of the wharf company and the scale income state of the wharf company. At the same time, it provides the management countermeasure for the port production manager, and the result has very good reference significance to the port management department. This paper is divided into five parts. The first part is the introduction, the research background, the research significance, the research content and the research method. The second part is a literature review, which reviews the performance evaluation of foreign ports and Chinese ports, and points out the advantages and disadvantages of the research. The third part is the elaboration of various DEA models. The fourth part is the results of methodology and data analysis, and discusses the significance of the results. The fifth part summarizes the analysis results and puts forward the countermeasures and suggestions to improve the performance of China's port terminal.
