铁路绿色选线环境影响经济损益评估研究

【摘要】:铁路建设项目在施工和运营过程中都会对周围的环境产生重要的影响。铁路可持续发展战略的实施和“铁路绿色选线”的提出要求铁路建设项目从线路基本走向的确定、线路方案的比选、线路空间位置的确定到线路上各种建筑物的布置,都要综合考虑自然条件和生态环境,使铁路建设项目对沿线环境质量的损害尽可能小。 环境问题有着深刻的经济学原因,利用经济手段解决环境问题是十分必要的。本文通过对铁路绿色选线环境影响经济损益评估的研究,利用环境经济学中的环境影响计量方法将铁路项目建设所引起的各类环境影响进行量化,并采用直观的货币计量单位对环境影响的损益进行货币化,将环境信息转化为明确的经济信息,提高政府对环境问题进行决策的科学性和公众的环境保护意识。本文同时给出了将评估模型运用于线路方案比选过程中的思路和方法,这对铁路绿色选线具有积极的推进作用和实际应用价值。 论文在阐述和分析环境影响经济损益相关理论的基础上,通过筛选和确定铁路绿色选线环境影响经济损益评估因子,构建了评估指标体系;采用合理的环境价值评估方法,从土地资源、水土资源、植被资源、动物资源、声环境、景观环境六个方面进行了货币化计量研究;并将环境影响经济评估运用到线路方案比选中,建立了考虑环境影响经济损益值的铁路绿色选线方案比选模型,并利用VB2005进行程序设计,实现铁路绿色选线环境影响经济损益分析系统功能模块的可视化。 以新建海青铁路为例,对环境影响经济损益评估方法进行了实例验证。 最后本文进行结论分析,指出了本文研究中的不足之处,并提出了许多有待进一步研究的问题。
[Abstract]:Railway construction projects in the construction and operation process will have an important impact on the surrounding environment. The implementation of railway sustainable development strategy and the proposal of "railway green route selection" require the railway construction project to determine the basic direction of the railway line, the comparison and selection of the line scheme, the determination of the location of the line space, and the layout of various buildings on the line. It is necessary to consider the natural conditions and ecological environment so as to minimize the damage of railway construction projects to the environmental quality along the line. There are profound economic reasons for environmental problems, and it is necessary to solve them by economic means. In this paper, through the study of environmental impact economic profit and loss assessment of railway green line selection, the environmental impact measurement method in environmental economics is used to quantify the various environmental impacts caused by railway project construction. The paper also adopts the intuitionistic monetary measure unit to monetize the profit and loss of the environmental impact, to transform the environmental information into the clear economic information, and to improve the scientific nature of the government's decision on environmental problems and the public's awareness of environmental protection. At the same time, this paper gives the thought and method of applying the evaluation model in the course of comparing and selecting the route scheme, which has a positive effect on the green railway route selection and practical application value. On the basis of expounding and analyzing the relevant theories of environmental impact on economic profit and loss, the evaluation index system is constructed by screening and determining the evaluation factors of environmental impact on economic profit and loss of railway green route selection. The monetization measurement of land resources, soil and water resources, vegetation resources, animal resources, sound environment and landscape environment was studied by using reasonable environmental value assessment method. The environmental impact economic assessment is applied to the route scheme comparison and selection, and a railway green route selection model considering the economic profit and loss value of environmental impact is established, and the program design is carried out by using VB2005. Realize the visualization of the function module of the environmental impact economic profit and loss analysis system of railway green route selection. Taking the newly built Haiqing Railway as an example, the method of economic profit and loss assessment of environmental impact is verified. Finally, the conclusion is analyzed, the deficiency of this paper is pointed out, and many problems need further study are put forward.
