BT模式下深圳地铁5号线项目成本管理研究

【摘要】:建设—移交(Build-Transfer,简称BT)融资模式以其强大的融资建设功能在国内引起广泛关注。这种模式的优势主要体现在两个方面:一是有效分散政府投资大型基础设施投资风险,缓解投资压力;二是通过设计施工一体化总承包模式解决政府建设管理程序冗长、建设管理团队庞大而产生的效率低下缺陷。但是BT项目的实际实施者则要面对严格的业主管理,在材料采购、管理费用上被压缩了获利空间,使得BT模式下施工单位成本控制研究尤为重要。 中铁六局集团有限公司作为中国中铁旗下的子公司,参与了深圳地铁5号线的建设。笔者在长期的管理工作中对BT模式下的项目成本管理进行了一定程度的研究,本文介绍了BT工程项目的特点、发展历程和我国应用BT模式工程项目的实例,在深圳地铁5号线5303A标的成本管理研究中,以实际发生的事例为背景,从出现的成本问题中分析BT施工项目成本管理的要点。并且最终提炼出“加强材料管理”,“加强与业主沟通”,“加强项目资金管理”,“加强质量安全管理”,“深入开展索赔及合同管理”,“识别施工风险”,“优化组织结构”,“严格施工队伍管理”等各项成本控制措施。
[Abstract]:Construction-transfer (Build-Transfer,) financing mode has attracted wide attention in China for its powerful financing construction function. The advantages of this model are mainly reflected in two aspects: one is to effectively spread the risk of government investment in large-scale infrastructure investment and ease the investment pressure; The second is to solve the inefficient defects caused by the long process of government construction management and the huge construction management team through the design and construction integrated general contract mode. However, the actual implementers of BT project have to face strict owner management, in material procurement, management costs are compressed profit space, making the construction unit cost control under the BT model is particularly important. China Railway six Bureau Group Co., Ltd. as a subsidiary of China Railway, participated in the construction of Shenzhen Metro Line 5. In the long-term management work, the author has carried on the certain degree research to the project cost management under the BT pattern, this article has introduced the BT engineering project characteristic, the development history and the application BT pattern engineering project example in our country, In the research on the cost management of 5303A standard of Shenzhen Metro Line 5, this paper analyzes the key points of cost management of BT construction project from the cost problems in the background of actual cases. In the end, "strengthen material management", "strengthen communication with owners", "strengthen project fund management", "strengthen quality and safety management", "develop claims and contract management", "identify construction risks", Optimization of organizational structure, strict management of construction team, and other cost control measures.
