大连机场出入境快件检验检疫信息化研究
[Abstract]:Based on the research of entry and exit express inspection and quarantine business model of Dalian Airport and the exploration of information means, this paper puts forward the argument of applying computer technology to express inspection and quarantine supervision business and realizing intelligent supervision by electronic means. At present, the inspection and quarantine business of our country's entry and exit express mail mostly adopts the way of manual examination and quarantine, which is difficult to solve the contradiction between fast customs clearance and strict supervision in the face of the rapid growth of foreign trade scale since China's entry into WTO. At the same time, there are some problems such as strong arbitrariness, large discretion, high error rate and so on. Therefore, it is necessary and urgent to find a new, more scientific and reasonable mode of inspection and quarantine supervision. This research mainly uses the document research, the investigation research and the empirical research, has carried on the investigation and the research to the topic. First of all, the general situation, current business model, existing problems and domestic research status of entry and exit express inspection and quarantine work in China are simply analyzed. Secondly, the requirements of the new supervision mode are investigated carefully. The overall solution and implementation arrangement of information supervision are put forward. Finally, the effect of this study is evaluated, summarized and prospected, and the future research direction is also proposed. Through research and practice, the optimized information supervision process of entry and exit express inspection and quarantine at Dalian Airport is based on a standardized and rigorous checking rule base, which realizes keyword comparison and country comparison. Many kinds of checking and screening rules, such as the setting of the number / weight range, are carried out through the declaration of airlines and express shipping enterprises, and the type of inspection is screened by the combination of automatic examination of information system and manual secondary examination by quarantine personnel, so as to realize the release. Electronic transmission of information such as return, destruction, inspection and so on, so as to improve the speed of customs clearance, improve the quality of supervision, reduce the cost of enterprises and promote the growth of business on the basis of ensuring that all declared information is not subject to inspection and false deduction.
