直属海事局平衡计分卡绩效评估体系研究

【摘要】:绩效评估体系一直被认为是关系到政府治理水平和运作效率的核心制度安排,并因此受到越来越多的关注。我国《国民经济和社会发展第十二个五年规划纲要》中明确指出,要“建立科学合理的政府绩效评估指标体系和评估机制”、“发挥绩效评估对推动科学发展的导向和激励作用。”这充分体现了政府绩效评估对于我国行政体制改革的重要性和紧迫性。 作为公共行政的重要组成部分,直属海事局在保障水上交通安全、防止船舶海洋污染、促进航运经济发展中发挥主导作用。随着国家对外贸易的不断繁荣和国内经济社会的迅速发展,社会公众对水上交通安全的认识越来越强,要求越来越高。如何运用科学的方法构建更加全面、系统、合理的海事管理绩效评估体系,从而促进海事事业的全面协调可持续发展,成为直属海事局及上级主管政府的重要任务和现实难题。 本文尝试将平衡计分卡这个经实践证明非常成功的企业绩效评估工具,在导入可行性分析的基础上,进行适当的修正和整合,运用到我国海事公共管理中去,从社会公众、内部管理流程、财务、学习与成长四个维度构建了以战略管理为中心的绩效评估整体框架、内部要素、指标体系,同时结合直属海事局的实际,拟订了具体的实施步骤,客观分析了应用过程中可能存在的主要问题及其解决办法,以期为我国海事部门绩效评估奠定新的理论基础、引入新的思路方法。
[Abstract]:Performance evaluation system has been regarded as the core institutional arrangement related to the level of government governance and operational efficiency, and has been paid more and more attention. The outline of the Twelfth Five-Year Plan for National Economic and Social Development of China clearly states that it is necessary to "establish a scientific and reasonable government performance evaluation index system and evaluation mechanism." "give play to the guiding and stimulating role of performance evaluation in promoting scientific development." This fully reflects the importance and urgency of government performance evaluation for China's administrative system reform. As an important part of public administration, MSA plays a leading role in ensuring the safety of maritime traffic, preventing marine pollution from ships and promoting the development of shipping economy. With the prosperity of national foreign trade and the rapid development of domestic economy and society, the public's understanding of water transportation safety is becoming stronger and higher. How to use scientific methods to construct a more comprehensive, systematic and reasonable maritime management performance evaluation system, thus promoting the overall coordinated and sustainable development of maritime affairs has become an important task and practical problem for the maritime bureau and its superior government in charge. This paper attempts to apply the balanced Scorecard, a very successful enterprise performance evaluation tool, based on the feasibility analysis, to the maritime public management of our country. The four dimensions of internal management process, finance, learning and growth have constructed the overall framework, internal elements, index system of performance evaluation centered on strategic management. At the same time, combined with the actual situation of the Bureau of Maritime Affairs directly under it, the concrete implementation steps have been drawn up. The main problems and their solutions in the process of application are analyzed objectively in order to lay a new theoretical foundation and introduce new thinking methods for the performance evaluation of maritime sector in China.
