A公司国内运输服务商招标过程的改进研究

【摘要】:国内外企业面临着经营压力日益增大,,企业纷纷通过物流招标转向物流领域来寻求企业的“第三利润源泉”。然而,企业通过物流招标能否寻找到合适的第三方物流服务商,能否达成“双赢”的合作,能否真正地提高服务质量和控制成本,其关键在于企业的物流招标过程是否有效及完善。A公司于2010年进行国内运输外包的初次招标,但初次外包合作的运输服务商在价格、服务及能力上没有实现招标的预期目标,其根源在于A公司的国内运输服务商招标过程中存在不足之处。 本文基于业务流程管理的理论思想,首先,分析A公司国内运输服务商招标过程各阶段的状况;接着,通过访谈,运用标杆法、行业经验法、文献分析法等方法,进行详细地梳理和分析A公司在国内运输服务商招标过程各阶段中存在的问题。分析得出,在准备阶段:A公司的询价书条款没有清晰地体现其运输需求和操作难度、报价文件和服务标准没有结合其运输需求的特殊性进行细分、没有对合适的运输服务商进行初步筛选定位;在报价阶段:A公司只给予投标运输服务商一次提交报价和服务标准的机会;在现场阶段:A公司的评估标准不全面及现场评估的评分统计不合理;在定标阶段:A公司只是以价格作为定标的关键并且没有进行相关的背景调查工作。 本文针对上述问题,对A公司国内运输服务商招标过程的各阶段中存在的问题提出改进方案。首先,通过参考文献资料、分析A公司数据资料、总结运作经验、参照其他行业Y公司经验(标杆法)、进行物流市场细分定位等方法来改进招标的准备阶段,使A公司清晰地呈现其物流需求并筛选定位其投标运输服务商;其次,结合博弈论的理论方法来改进招标的报价阶段,使A公司能得到较真实较优的报价;接着,运用调查问卷等方法来改进现场阶段,从而合理地设置评估标准和评估权重来评估投标运输服务商的能力;最后,采用参照A集团亚太国家的经验(标杆法)、访谈A公司高层等方法来改进定标阶段,设置能力、价格、服务的综合评估权重,并设计背景调查,从而综合地评估投标运输服务商来进行定标。 本文将此改进后的招标运用在实践中,A公司寻找到了其合适的国内运输服务商,实现了提升对客户的运输服务水平和响应能力并不断地降低其成本,推进A公司业务的发展战略。本文的研究丰富了国内运输服务商招标理论体系,同时为A集团和相关行业内公司在国内运输服务商招标上提供实践的借鉴和参考意义。
[Abstract]:Enterprises at home and abroad are facing increasing pressure of operation. Enterprises turn to logistics field through logistics bidding to seek the "third profit source". However, can enterprises find suitable third-party logistics service providers through logistics bidding, can they achieve "win-win" cooperation, can they really improve service quality and control costs? The key lies in whether the logistics bidding process of the enterprise is effective and consummated. Company A conducted the initial tender for domestic transportation outsourcing in 2010, but the initial outsourcing cooperation transport service provider failed to achieve the expected target of bidding in price, service and capability. Its root lies in A company's domestic transportation service provider bidding process exists the insufficiency. Based on the theory of business process management, first of all, the paper analyzes the status of each stage of the bidding process of domestic transportation service provider of A company. Then, through interviews, the use of benchmarking method, industry experience method, literature analysis and other methods, detailed combing and analysis of A company in the domestic transport service provider bidding process in each stage of the existing problems. It is concluded that in the preparation stage: the terms of the inquiry letter of Company A do not clearly reflect its transportation demand and operational difficulty, and the quotation documents and service standards are not subdivided according to the particularity of its transportation demand. No initial screening of suitable transport providers; In the quotation stage: company A only gives the bidding transportation service provider the opportunity to submit the quotation and service standard once; at the site stage: the evaluation standard of company A is not comprehensive and the scoring statistics of the on-site evaluation are unreasonable; During the calibration phase: company A only uses price as the key to calibration and does not carry out relevant background checks. In view of the above problems, this paper puts forward the improvement scheme for the problems existing in each stage of the bidding process of the domestic transportation service providers of Company A. First of all, by referring to the literature, analyzing the data of A company, summarizing the operation experience, referring to the experience of Y company in other industries (benchmarking method), and carrying out logistics market segmentation and positioning methods to improve the preparation stage of bidding. To make company A clearly present its logistics needs and to select and locate its bidding transport service providers; Secondly, combining the theory and method of game theory to improve the bidding stage, so that A company can get a more real and better quotation; Then, using questionnaire and other methods to improve the field stage, so as to reasonably set the evaluation criteria and evaluation weight to evaluate the ability of the bidding transport service provider; Finally, referring to the experience of Group A countries in Asia Pacific (benchmarking method) and interviewing the senior level of A Company, we can improve the calibration stage, set up the comprehensive evaluation weight of capability, price and service, and design background check. Thus a comprehensive evaluation of the tender transport service provider to carry out the calibration. In this paper, the improved bidding is applied in practice. Company A has found a suitable domestic transportation service provider, which can improve the transportation service level and response ability to customers and reduce the cost continuously. Promote A company's business development strategy. The research in this paper enriches the bidding theory system of domestic transport service providers, and provides reference and reference for A group and related companies in domestic transport services bidding.
