高速公路企业综合绩效考核体系的构建与实施

【摘要】:高速公路经营企业是我国深化高速公路投融资管理体制改革的产物,是在国家特许条件下从事公路建设和实施费用管理的企业,其突出特征是实现社会效益和经济效益。山东高速股份有限公司经过多年的运行探索与实践,在实现公路建设运营里程取得显著成绩的同时,也充分使企业实现国有资产的保值增值,更好地实现该企业的经济和社会效益。 本文针对高速公路运营企业绩效评估没有统一的状态评估指标标准值的现状,通过对山东高速公路企业的绩效考核体系进行探讨,运用实例分析法和比较分析法对国内高速公路企业绩效考核进行全面客观分析,全文共分六章内容。 第一章是导论,主要从研究背景及意义、对象与方法、研究思路和内容、以及本文的创新之处来论述;第二章是对相关诸如员工激励理论、人力资本理论,绩效评估理论梳理的基础上,对国有高速公路运营管理企业绩效考核进行总体概括;第三章是对山东高速股份有限公司绩效考核体系现状进行分析,主要是山东高速股份股份公司的基本情况进行概述,现行绩效考核体系特点及存在的问题进行论述;第四章是对山东高速股份有限公司绩效考核体系设计进行论述,主要包括绩效考核体系设计的基本原则及目标,从公司层面的绩效考核体系设计——基于平衡计分法来进行分析,从部门及主要岗位的绩效考核体系设计——基于KPI方法来分析和绩效考核思路等内容;第五章是对绩效考核体系的运行进行分析,主要从对绩效考核体系运行的配套条件、绩效考核结果的反馈及其绩效考核结果的应用方面来分析;第六章是本文的结论和有待进一步研究的问题。 通过本文的研究,对于山东高速股份有限公司综合绩效考核评估系统进行整合优化,有助于提升该公司人力资源效率、控制协调员工关系,同时对于其他企业的运营也具有一定的借鉴意义。
[Abstract]:Expressway management enterprise is the product of deepening the reform of expressway investment and financing management system in our country. It is an enterprise engaged in highway construction and implementation of cost management under the condition of national concession. Its outstanding feature is to realize social and economic benefits. After many years of exploration and practice, Shandong High Speed Co., Ltd. has achieved remarkable achievements in realizing the mileage of highway construction and operation, at the same time, it has also fully enabled enterprises to maintain and increase the value of state-owned assets. Better realize the economic and social benefits of the enterprise. In view of the fact that there is no unified standard value of state evaluation index in expressway operation enterprises, this paper discusses the performance appraisal system of expressway enterprises in Shandong province. This paper makes a comprehensive and objective analysis on the performance appraisal of expressway enterprises in China by using the method of case analysis and comparative analysis, which is divided into six chapters. The first chapter is the introduction, mainly from the research background and significance, objects and methods, research ideas and content, as well as the innovation of this paper to discuss; The second chapter summarizes the performance evaluation of state-owned expressway operation management enterprises on the basis of combing the related theories such as employee motivation theory, human capital theory and performance evaluation theory. The third chapter is to analyze the current situation of the performance appraisal system of Shandong High-speed Stock Co., Ltd., mainly to summarize the basic situation of Shandong High-speed Stock Company, the characteristics of the current performance Appraisal system and the existing problems. The fourth chapter discusses the design of the performance appraisal system of Shandong High Speed Co., Ltd., including the basic principles and objectives of the performance appraisal system design. From the company level performance appraisal system design-based on the balanced scoring method to analyze, from the department and the main posts of the performance appraisal system design-based on the KPI method to analyze and performance evaluation ideas; The fifth chapter is the performance appraisal system operation analysis, mainly from the performance appraisal system operation matching conditions, the performance appraisal result feedback and the performance appraisal result application aspect to analyze; The sixth chapter is the conclusion of this paper and the problems to be further studied. Through the research of this paper, the comprehensive performance appraisal system of Shandong High Speed Co., Ltd. is integrated and optimized, which is helpful to improve the efficiency of human resources of the company and control and coordinate the employee relationship. At the same time for the operation of other enterprises also has certain reference significance.
