楚天高速公路联网收费系统现状与对策研究

【摘要】:高速公路作为现代化公路运输基础设施,其发展的程度已经成为一个国家工业现代化发展水平的重要标志之一。随着我国工业现代化水平的不断提高,带来了高速公路的高速发展。根据我国交通部的规划,到“十二五”末,我国高速公路的总里程数将突破10万公里。国家鼓励高速公路投资市场化和运营的企业化管理,并从建设高速公路的政策上给予了大力支持,对高速公路投、融资体制进行了改革,确定了贷款修路、收费还贷、征收车辆购置附加费的政策。 计算机技术在高速公路收费管理中的广泛应用,大大提高了高速公路的收费工作效率。为了进一步提高高速公路的使用效率和服务质量,全国各省都开始逐步实行联网收费。我国的联网收费发展较晚,技术和管理均不成熟,各种逃费作弊行为频繁发生,导致高速公路经营单位蒙受巨大的经济损失。同时,联网收费设计规范、标准等存在的问题也逐渐显现出来,影响联网收费工作的正常开展。 本文先介绍了高速公路联网收费的运行方式,列出了联网收费分级管理式的系统结构图,并对“统一收费,系统分账”下的各项联网收费管理原则进行了阐述;研究了高速公路的半人工收费(MTC)和全自动电子收费(ETC)车道系统及其工作流程,并对比分析了车型分类计费标准和计重收费模型对于通行费费率的影响。然后,结合楚天高速公路的发展历程,介绍了其管理中MTC系统的现金支付收费管理和储值卡收费管理,以及车型、计重收费模式;针对楚天高速公路的联网收费管理方式,对收费管理中存在的问题,例如不同原因导致的逃费问题、通行费拆分产生的纠纷,及其表现形式做了较为全面的分析。最后,对楚天高速公路联网收费管理中所出现的问题,有针对性的提出了包括硬件系统、软件系统、人员素质、计费模型等的改进建议。 本文针对楚天高速公路发展、管理的具体情况,分析了其收费管理中存在的问题,并有针对性的提出了改进意见,对楚天高速公路经营单位提高联网收费的管理水平,降低经济损失具有重要意义。同时,也为其他的高速公路经营单位完善管理提供了方法借鉴。
[Abstract]:As a modern highway transportation infrastructure, the degree of highway development has become one of the important symbols of a country's industrial modernization development level. At the same time, the problems in the design standard and standard of the network charge also appear gradually, which affects the normal development of the network charge work. This paper first introduces the operation mode of the expressway network toll collection, lists the system structure diagram of the network toll classification management style, and expounds the principles of the network charge management under "unified charge, system divided account". The semi-manual toll (MTC) and the automatic electronic toll (ETC) driveway system and their working flow are studied, and the effects of the classification and charging standard and the weight charging model on the toll rate are compared and analyzed. Then, combined with the development course of Chutian Expressway, the paper introduces the cash payment charge management and stored value card charge management in MTC system, as well as the model and weight charge mode. Aiming at the network toll management of Chutian Expressway, this paper makes a comprehensive analysis of the problems existing in toll management, such as the problem of evading tolls caused by different reasons, the disputes arising from toll splitting, and their forms of expression. Finally, the paper puts forward some suggestions including hardware system, software system, personnel quality, charging model and so on. According to the concrete situation of the development and management of Chutian Expressway, this paper analyzes the problems existing in its toll management, and puts forward some suggestions to improve the management level of the network toll collection for the operating units of Chutian Expressway. Reducing economic losses is of great significance. At the same time, it also provides a reference for other highway management units to improve management.
