中国高速公路用地社会经济影响评价

【摘要】:土地资源作为社会经济发展的生产要素之一,是人类赖以生存和发展的重要物质基础。土地的利用与社会经济发展有着密切的联系。高速公路用地是重要的土地利用方式的之一。随着我国社会经济的发展,人们对交通运输需求的增加,高速公路建设占用了大量土地。高速公路用地不仅对社会经济发展有着正面影响也有负面影响,需要对其社会经济影响进行评价以促进土地资源的合理利用,提高高速公路用地的社会经济效益。本文以高速公路用地为研究对象,针对其社会经济影响评价进行研究。 首先,以系统论、可持续发展理论、区位理论和土地集约利用理论为重点,在对各理论进行阐述的基础上,分析各理论与高速公路用地的关系,从而构建出高速公路用地及其评价的理论基础。 然后,通过梳理分析我国高速公路发展历程,在估算我国高速公路用地规模的基础上,从经济增长、产业结构、工业化、就业、城市化、政府收入、生态环境等方面收集我国相关的统计数据,定量化分析了高速公路用地对我国社会经济的产生的影响。 其次,,在对国内外土地利用评价指标体系进行归纳、综述的基础上,提出高速公路用地社会经济影响评价体系的构建思路和原则,并基于此思路和原则,在参考前人所构建的指标体系初选出高速公路用地社会经济影响评价指标体系的指标,采用专家咨询和频度统计相结合的方法确定指标,从而构建出高速公路用地社会经济影响评价指标体系。 最后,基于高速公路用地社会经济影响评价指标体系,在对比分析各类综合评价方法优缺点的基础上,结合我国高速公路用地的实际情况,采用层次分析与模糊综合评判法对我国的高速公路用地社会经济影响进行评价,并根据评价结果提出从加强高速公路用地规划管理、优化项目决策、强化节约建设手段、加强高速公路用地监督管理等方面合理利用土地资源,提高高速公路用地综合效益。
[Abstract]:As one of the production factors of social and economic development, land resources are the important material basis for human survival and development. Land use and social and economic development are closely linked. Expressway land use is one of the important land use ways. With the development of social economy and the increasing demand for transportation, highway construction occupies a lot of land. The expressway land use not only has the positive influence to the social economy development but also has the negative influence, needs to carry on the appraisal to its social economy influence in order to promote the rational utilization of the land resources, enhances the highway land social economic benefit. This paper takes the expressway land as the research object, carries on the research to its social economic impact assessment. First of all, based on the system theory, sustainable development theory, location theory and land intensive utilization theory, the relationship between each theory and expressway land use is analyzed. Thus, the theoretical basis of expressway land use and its evaluation is constructed. Then, through combing and analyzing the development course of expressway in our country, on the basis of estimating the scale of expressway land use in our country, from economic growth, industrial structure, industrialization, employment, urbanization, government income, Based on the collection of relevant statistical data in China, the impact of expressway land use on China's social economy is analyzed quantitatively. Secondly, on the basis of summing up and summarizing the index system of land use evaluation at home and abroad, the paper puts forward the ideas and principles of constructing the evaluation system of social and economic impact of expressway land use, and based on this idea and principle, With reference to the index system constructed by the predecessors, the index system of social and economic impact assessment of expressway land is selected, and the method of combining expert consultation with frequency statistics is used to determine the index. Thus, the evaluation index system of social and economic impact of expressway land use is constructed. Finally, based on the social and economic impact assessment index system of expressway land, based on the comparative analysis of the advantages and disadvantages of various comprehensive evaluation methods, combined with the actual situation of expressway land use in China, The social and economic impact of expressway land use in China is evaluated by the method of AHP and fuzzy comprehensive evaluation. According to the evaluation results, it is proposed to strengthen the planning and management of expressway land use, optimize project decision-making, and strengthen the means of economizing construction. We should strengthen the supervision and management of expressway land use and make rational use of land resources to improve the comprehensive efficiency of expressway land use.
