曲靖东南过境公路东过境段项目建设模式的选择与应用研究

【摘要】:随着我国经济建设的快速发展,国家对高速公路建设的关注在不断提高,然而,高速公路建设需要大量资金,许多地方政府负担不起,迫切需要采取市场化运作来实现公路建设,对高速公路项目建设模式的探索从未停止。曲靖位于云南省东部,是东部省份进入云南的要塞,随着曲靖城市规模的迅速发展,已建成的昆明-曲靖-胜境关高速公路、曲陆高速及国道320线、国道326线在曲靖基本都已处于城市中心,将城市中心一分为二,城市内部交通和过境交通混合,功能不清,阻碍着城市快速发展。曲靖东南过境公路东过境段建设项目的实施拟将高速公路连成整体,形成对外进出高速通道,与铁路车站配合构成运输主枢纽,对发挥路网整体效益,提高综合运输服务水平具有十分重要的意义。然而从项目建设的实际情况看,项目建设对资金需求较大、项目进度紧等特点,不仅如此,由于中国公路建设不断增加,银行可以提供贷款非常有限,传统的融资方式有审批复杂、风险集中等问题,对公路建设项目的正常运行产生了阻碍。在这种情况下,中国有些地方开始尝试在公路建设项目中引入各种融资模式,选择合适的项目建设和后期融资建设模式。曲靖市政府在云南省政府的支持下,也开展了相应的融资建设模式探索与实践。基于此,本文以曲靖东南过境公路东过境段建设项目为研究对象,对该项目建设现状“BOT+EPC”的应用进行了研究:主要包括项目公司的股权结构分析,云南省高速公路建设相关的法律与制度研究,根据项目基本数据构建运营收入预测模型、成本费用预测模型及利润预测模型,从而对项目全寿命周期的财务状况进行一个准确而合理的预测分析,同时利用层次分析法等对风险情况进行了分析,包括风险识别、风险评估、风险分析与风险应对等,最后结合项目情况对项目社会效益进行评估。
[Abstract]:With the rapid development of China's economic construction, the national concern for highway construction is constantly increasing. However, highway construction needs a lot of funds, and many local governments can't afford it. There is an urgent need to take market-oriented operation to realize highway construction, and the exploration of highway project construction mode has never stopped. Qujing, located in the eastern part of Yunnan Province, is the fortress for eastern provinces to enter Yunnan. With the rapid development of Qujing city, the Kunming-Qujing-Shenglingguan Expressway, Qulu Expressway and National Highway 320 have been built. The national highway line 326 has basically been in the city center in Qujing, which divides the city center into two parts. The city's internal traffic and transit traffic are mixed and its function is unclear, which hinders the rapid development of the city. The implementation of the construction project for the eastern transit section of Qujing Southeast Transit Highway intends to integrate the expressway into a whole, form an external high-speed passage into and out of the country, cooperate with the railway station to form the main transport hub, and play a role in the overall benefits of the road network. It is of great significance to improve the level of integrated transport services. However, from the actual situation of the project construction, the project construction needs a large amount of funds, the project schedule is tight, and so on. Not only this, because of the continuous increase of China's highway construction, banks can provide very limited loans. The traditional financing methods, such as complicated examination and approval, risk concentration and so on, hinder the normal operation of highway construction projects. In this case, some parts of China began to try to introduce various financing models into highway construction projects, and choose the appropriate project construction mode and the later financing construction mode. Qujing municipal government under the support of Yunnan provincial government, also carried out the corresponding financing construction model exploration and practice. Based on this, this paper takes the east transit section construction project of Qujing Southeast Transit Highway as the research object, and studies the application of "BOT EPC" in the present construction situation of the project: mainly including the ownership structure analysis of the project company, According to the basic data of the project, the operational revenue forecasting model, the cost and expense forecasting model and the profit forecasting model are constructed according to the basic data of the project in Yunnan Province. Therefore, the financial situation of the whole life cycle of the project is predicted and analyzed accurately and reasonably. At the same time, the analytic hierarchy process (AHP) is used to analyze the risk situation, including risk identification, risk assessment, risk analysis and risk response, and so on. Finally, the social benefits of the project are evaluated according to the situation of the project.
